  2. How does the NDRF align with the NRF? A companion document to the National Response Framework (NRF) • Establishes coordination structures, • Defines leadership roles and responsibilities, and • Guides coordination and recovery planning at all levels of government before a disaster happens. It involves better utilization of existing resources. NRF – Interagency coordination during RESPONSE phase NDRF – Interagency coordination during RECOVERY phase 2

Expanding upon ESF #14 ESF #14 - “Provides a mechanism for coordinating Federal support to State, tribal, regional, and local governments, nongovernmental organizations (NGOs), and the private sector to enable community recovery from the long-term consequences of extraordinary disasters.” • The NDRF replaces the NRF ESF #14 • Key ESF #14 concepts are expanded in the NDRF and include recovery-specific leadership, organizational structure, planning guidance and other components needed to coordinate continuing recovery support to individuals, businesses and communities. 3

  4. NDRF vs. ESF #14 Recovery Continuum ESF #14 “The NDRF enhances the concept that recovery encompasses more than the restoration of a community’s physical structures to its pre-disaster conditions.”

National Disaster Recovery Framework Whole Community Approach to Emergency Management- • Everyone has a role in response and recovery • Federal, State, Local • Nonprofit, Faith-Based • Business • Citizens • Engage the whole community to determine actual needs • Engage and empower all parts of the community • Strengthen what works well

National Disaster Recovery Framework • Key Element #3: Recovery Support Functions (RSFs) RSFs are led by designated Federal coordinating agencies at the national level • Community Planning and Capacity Building (DHS/FEMA) • Economic (Commerce) • Health and Social Services (HHS) • Housing (HUD) • Infrastructure Systems (USACE) • Natural and Cultural Resources (DOI)
