RMGRR059, Inadvertent Gain Task Force Revision (VOTE) • Objectives and Result: • Revise sections of the RMG to clarify timelines and responsibilities for all parties. • RMGRR059 Inadvertent Gain Task Force Revision was approved by RMS in December and will be implemented in March 2008 • Create consistent processes among Market Participants. • Revisions made by RMGRR059 will provide more clarity on the IAG process used by CRs and consolidated approach by TDSPs • Provide recommendations for monthly report to RMS that would monitor IAG MarkeTrak issues open more than 20 business days. • New reporting is now included as part of RMS background materials • Develop better escalation path for unresolved IAG MarkeTrak issues. • RMGRR059 documented escalation process and will add two new escalation points with the implementation MarkeTrak Enhancements project

RMGRR059, Inadvertent Gain Task Force Revision (VOTE) • Recommend and help develop IAG Training for all Market Participants. • Development of training is currently underway and will be first presented in February 2008 • Training will also be posted on ERCOT website and included as part of ERCOT 101 going forward • Additional training will be provided as part of MarkeTrak Enhancements project • Provide requirements for the MarkeTrak 2 Enhancements projects to help better manage the IAG workflow. • IGTF worked closely with the MarkeTrak Task Force to develop new work flows for the Inadvertent Gain process • Streamlines the overall process • Provide additional touch points for TDSPs • Increases the number of escalations points • Add auto-close feature for issues open and untouched for 45 days

RMGRR059, Inadvertent Gain Task Force Revision (VOTE) • Revision Description:This Retail Market Guide Revision Request (RMGRR) updates Section 7.2, Inadvertent Gain Process to reflect changes made by the Inadvertent Gain Task Force (IGTF). • Reason for Revision:The IGTF has been working for several months to review and improve the inadvertent gain process used by the market. The changes included herein are reflective of the findings and recommendations of the task force. • Overall Market Benefit:Improve the process for handling inadvertently gained Electric Service Identifier (ESI) IDs and provide for better compliance with Customer Protection Rules. • Overall Market Impact:Both Competitive Retailers (CRs) and Transmission and Distribution Service Providers (TDSPs) will need to make minor system and process changes. • Consumer Impact:Simplified process will shorten the time for getting Customers back to their Retail Electric Provider (REP) of choice.

  5. RMGRR059, Inadvertent Gain Task Force Revision (VOTE) • Summary of RMS Discussion:On 12/05/07, RMS reviewed AEP and ERCOT comments. There was discussion regarding the removal of “ERCOT” in Section 7.2.3. ERCOT stated that it was not involved in billing charges and should not be listed as a responsible party. On 1/9/08, RMS made minor revisions to Sections 7.2.1 and 7.2.2.3.1. ERCOT Staff stated that these revisions do not affect the IA. • PRS Decision:On 1/17/08, PRS unanimously voted to recommend a Priority of 0 and a Rank of 0.6 as recommended by RMS. • ERCOT Impact Analysis:

  6. 2008 Goals • Texas SET Working Group • Automate the process for end of term POLR to POLR transition – 2 year term ends 12/31/2008 • Add Change Control management functionality to ERCOT.com webpage similar to Texas SET’s Issues page on the same website. • Improve usability of transaction examples • Monitor PUCT activities for market change requirements • Support requirements definition to support Demand Response and Distributed Generation

  8. 2008 Goals • TX Data Transport Working Group • Monitor ERCOT system outage evaluation, resolution and communications inclusive of service degradation issues. Update SLA as needed. • Assess success of Ph 1 and 2 of SCR745 to determine if further actions are necessary • Support ERCOT’s full implementation of SCR748 web based outage notification • Represent TX Deregulated market to NAESB

  9. 2008 Goals • Texas Test Plan Team • Design Flight Plan for 2009 • Develop and modify scripts for the approved Flights as required • Develop testing scripts and testing procedures for MarkeTrak Phase II • Continue to enhance Retail Testing Website to support market testing • Maintain content within TMTP, TTPT Procedures and Protocol updates
