Occupational CertificateOverview Interim Occupational Certificates (initial license) and Occupational Education Certificates (advanced license) are valid for teaching in a state-approved career and technical education program
Teacher CertificationCTE Qualifications Teachers in CTE programs must possess one of the following current/valid credentials: • Interim Occupational Certificate • Full Vocational Authorization • Occupational Education Certificate If teacher does not hold one of the above, Annual Vocational Authorization may be granted to the school district
Interim Occupational Certificate (Initial License)Requirements • A bachelor's degree; completion of an approved major or minor in an occupational area; and two years (4,000 hours) of recent and relevant work experience in an occupational area. • Has passed both the state teacher preparation basic skills test and appropriate subject area test or tests available at the time of application. • Has successfully completed a minimum of 6 semester credit hours of professional or vocational education credit.
Interim Occupational Certificate (Initial License) Renewal • Completion of 9 professional vocational education credits at a 4-year teacher preparation institution. The renewal is valid for 3 years.
Occupational Education Certificate (Advanced License) Requirements Three years of successful teaching experience within the validity of the Interim Occupational Certificate; completion of 9 semester hours of professional vocational education credit approved by a sponsoring Michigan teacher education institution or earned master's or doctorate degree, and completed since the issuance of the Interim Occupational Certificate.
Full Vocational Authorization The Full Vocational Authorization was replaced by the Occupational Education Certificate in 1992. However, some teachers may hold the full vocational authorization and it is still recognized as valid in Michigan.
Occupational Education Certificate Renewal (Renewal is valid for up to 5 years) Requires completion of 6 semester hours of credit at any four-year or community college listed in the Directory of Michigan Institutions of Higher Education, or 18 State Board Continuing Education Units (SB-CEUs). Also, a combination of semester hour credits and SB-CEUs is acceptable (3 SB-CEUs are equivalent to 1 semester hour of credit). Credits completed at approved out-of-state institutions are also acceptable.
Occupational Education Certificate Renewal (continued) Semester credits or SB-CEUs must have been completed within the five-year period preceding the date of application and after the date of issuance of the previous certificate.
HOW TO APPLY Individuals applying for initial licensure or renewal must obtain a MEIS account and self-register with the Michigan Online Educator Certification System (MOECS) by visiting www.mi.gov/moecs. Once the self-registration process is completed click on Apply for Educator Certificate or renewal to begin the application process.
Annual Authorizations This authorization can be issued to a school district if a vocationally certificated teacher is unavailable for employment. The purpose of this authorization is to provide school districts with experienced individuals to instruct in an occupational area where fully certified vocational teachers are unavailable. This Annual Authorization is valid for persons who will be teaching state-approved career and technical education programs in grades 9 through 12.
Annual AuthorizationsRequirements • High school graduation • A minimum of two full years (4,000 hours) of recent and relevant occupational experience (experience is considered recent if it occurred no more than six years prior to the date of application). The local school district and the Office of Professional Preparation Services will determine the adequacy of the occupational experience.
Annual Authorizations (continued) • NO certificate is issued to the individual. • Annual Authorizations may be renewed, provided a school district is able to document that NO certificated teacher is available.
Annual Authorizations Credit Track The requirement for posting and advertising may be waived if a person is on a “credit track” working towards vocational certification. The candidate can be on the credit track for a maximum of eight consecutive years provided the teacher continuously completes at least one credit each year towards vocational certification at an approved teacher education institution.
Annual Authorizations and Credit Track AuthorizationsHow to Apply Applications for these authorizations can only be submitted to the Office of Professional Preparation Services by an employing local or intermediate school district with an approved vocational education program. These authorizations are valid for instructing in the occupational area specified on the application for one school year. All authorizations expire on June 30 of the school year.
Process for Submission of Annual Vocational Authorization and Credit Track Authorization Applications • Apply for MEIS account via www.mi.gov/meis to receive password and login for authorization to access the Michigan Online Certification System (MOECS) • Obtain MEIS Security Agreement form via www.mi.gov/moecs and fax completed form to OPPS/Debbie Ryan who grants access • Access Michigan Online Certification System (MOECS) via www.mi.gov/moecs to apply for the AVA/Credit Track AVA requests
Process for Web-Based Submission of Annual Vocational Authorization and Credit Track Authorization Applications (continued) • After electronic submission of Credit Track Authorization, send an official transcript showing credit taken by the applicant between September 1 and August 31 of the previous school year • OPPS authorizes the submission and generates a $40 fee via email to the address in the applicant’s demographics. • Authorizations are rescinded if not paid within 30 days of issuance and remain rescinded until payment has been made.
Verification of Issuance and Instructor Qualifications For the most accurate information regarding an educator’s certificate/authorization issuance and validity always login to MOECS at www.mi.gov/moecs. The public site will only show certifications/ authorizations/permits that are issued. It will not show pending/ rescinded information.
