  2. Part I 1.1 PSI CA electronic key packing box inspection Packing box of PSI CAelectronic key refers to the left fig. After opening package , a PSI CA electronic key, a data extension wire, and a hanging rope (shown as the following fig) are presented.

Part I 1.3 PSI CA electronic key initial password setting After mounting PSI CA electronic key corresponding procedure, re-open IE browser, wherein “Important” prompt will not appear in login and “Modify PIN” small window will pop out (just when the key is mounted for the first time); please modify PIN at this time.

Part I 1.5 PSI CA electronic key application popped webpage configuration After inserting PSI CA electronic key into USB port of computer, IE browser is automatically opened and psi.cnca.cn site is presented; if not, please operate CQCCA USB key user tool (Watchdate), select “setting popped website”, input required website and click “confirm”.

  7. Part II 2.1 PSI CAbasis (relation between user IDand CA Key) 1. One user ID just has (or is just bound with) one CA Key. 2. One CA Key is just bound with one user ID and cannot be bound with the other user ID. 3. As login by user ID, login by CA Key will not affect waste business procedure of PSI system.

  8. Part II 2.1 PSI CAbasis(login mode) From aspect of function, PSI system includes three modes, shown as the following fig: Remarks: 1. System will automatically activate CA mode after user logins by CA Key for the first time. 2. After activating CA mode, ID mode of user is not available. 3. CA mode and MT mode can be mutually converted after changing user login mode configuration option by operation & maintenance staff. 4. MT mode is just applicable to circumstance of losing or damaging CA Key or forgetting PIN code; it must use CA mode to login system as long as CA Key is available.

  9. Part II 2.1 PSI CAbasis (PIN code) 1. Input PIN code when login into PSI system by CA Key, wherein the PIN code is password of logining by CA mode. 2. PIN code has anything to do with original password of logining by user ID. 3. PIN code is conserved in user CA Key; if being forgotten, the PIN code just can be unlocked by user self rather than system administrator. 4. PIN is initially set when the CA Key is inserted into the computer at the first time. 5. PIN code is modified by user administration tool of CQCCA WatchSafe mounted in computer. 6. It can unlock PIN code to recover PIN code to factory setting 12345678 in case that PIN code is forgotten.

  10. Part II 2.1 PSI CAbasis (CA certificate type) CA Key medium includes CA digital certificate. From aspect of application entity type, CA digital certificate includes enterprise certificate and personal certificate. 1. Personal certificate refers to certificate standing for personal entity behavior, generally non-administrator user in PSI system, such as organization personnel, authorized signatory and inspector. 2. Enterprise certificate refers to certificate standing for enterprise entity behavior, generally normal supply enterprise administrator/self-inspection enterprise administrator/authority administrator in PSI system. Enterprise certificate can, on the behalf of authority, self-inspection enterprise or normal enterprise, apply, update or replace CA Key, print agreement, pay, modify PIN code, etc. for other staff of the unit. In principle, a normal supply enterprise, an authority or a self-inspection enterprise ID in the PSI system just has an enterprise certificate CA KEY.

  11. Part II 2.1 PSI CAbasis (CA certificate application process) CA certificate application process:1. Confirming the user ID to be applied (generating new user ID for new person); 2. Submitting CA Key application form; 3. Printing digital certificate application form on line, sealing and signing, and providing personal supporting material of each applicant; 4. Remitting; 5. Waiting for receiving CA Key (certificate renewal application can be finished on client).

  12. Part II 2.2 PSI CA electronic key new certificate application 1. Who can apply for new certificate supply enterprise: employing CA Key corresponding to supply enterprise ID; self-inspection supply enterprise: using CA Key corresponding to self-inspection enterprise administrator; authority: using CA Key corresponding to authority administrator. 2. How to apply for new certificate after logining system by the CA Key with said right, click sub-menu “CA application” in menu “CA operation”, shown as right picture: Remarks:conditions that “CA application/CA application list” function appears: 1. login by CAmode: CAcertificate is enterprise certificate. 2. login by MTmode: CAcertificate corresponding to ID is enterprise certificate.

Part II 2.2 PSI CAelectronic key new certificate application (application type selection) Application type: three types are provided; please select new certificate application to apply new CA Key for user ID who has never applied CA Key in the PSI system, shown as the following picture: click “Next”.

Part II 2.2 PSI CAelectronic key new certificate application (applicant information) Introduction on information data item of applicant: Name: select “Select Users” button to select one or more users. The user list corresponds to all non-administrator users (personal certificate application) under supply enterprise /self-inspection enterprise/authority, but just the user having no CA Key or having not submitted new certificate application form is displayed. Normal supply enterprise can apply multiple personal CA Keys, but the quantity of all application personal CA Keys is in limit of the quantity of inspection certificates before loading in a natural year, exactly every 400 certificates can apply for one personal CA Key, 800 certificates can apply for two personal CA Keys, and so on. E-mail: E-mail of applicant. Company information: the information is automatically displayed by system and cannot be modified. Department information: the information is automatically displayed by system and cannot be modified.

  15. Part II 2.2 PSI CAelectronic key new certificate application (post information) Introduction on post information data item: Country: select continent and country to post CA Key, so as to calculate post expense; Post address: exact post address of receiving CA Key; Zip code: zip code; Contact: name of consignee; Tel: telephone number of consignee.

Part II 2.2 PSI CA electronic key new certificate application (order information) Introduction on order information data item: Type of payment: two types, namely full payment and home self-picking because international post expense is comparatively high; full payment refers to sum of home self-picking expense and international post expense; and home self-picking includes certificate expense, medium expense and loss report expense (which is generated from loss replacement); Product type: being valid for one year refers to period of validity of digital certificate in CA Key is one year; and CA Key is unavailable over one year unless implementing certificate renewal application; Expense: click “Calculate” to calculate expense, at which time expense details will be listed in accordance with expense items; the expense money is calculated on the basis of RMB; please carefully read remittance introduction information on the lower side of the expense if you want to remit other currencies expect for RMB; generally speaking, new certificate application will just generate certificate expense, medium expense and post expense; Please click “Submit” button to submit order form after confirming the information, and then new CA application form number will be generated.

Personal certificate refers to certificate standing for personal, generally non-administrator user in PSI system; enterprise certificate refers to certificate standing for enterprise entity behavior, generally normal supply enterprise administrator/self-inspection enterprise administrator/authority administrator in PSI system, shown as picture: Select certificate type, and click “Next”.

Part II 2.3 PSI CAelectronic key expired certificate application (applicant information) Introduction on information data item of applicant: Name: select “Select Users” button to select one or more users. The user list corresponds to all administrator users (enterprise certificate renewal application) or non-administrator users (personal certificate renewal application) under supply enterprise /self-inspection enterprise/authority, but just the user having activated and valid CA Key and having not submitted expired certificate application or loss damage application form is displayed.

Part II 2.3 PSI CAelectronic key expired certificate application (order information) Introduction on order information data item: Product type: being valid for one year refers to period of validity of digital certificate in CA Key is one year, namely period of validity of digital certificate in present CA Key is added with one year to form to period of validity of new digital certificate. Expense: click “Calculate” to calculate expense, at which time expense details will be listed in accordance with expense items; the expense money is calculated on the basis of RMB; please carefully read remittance introduction information on the lower side of the expense if you want to remit other currencies expect for RMB; generally speaking, new certificate application will just generate certificate expense, medium expense and post expense; Please click “Submit” button to submit order form after confirming the information, and then new CA application form number will be generated.

Personal certificate refers to certificate standing for pcertificateersonal, generally non-administrator user in PSI system; enterprise refers to certificate standing for enterprise entity behavior, generally normal supply enterprise administrator/self-inspection enterprise administrator/authority administrator in PSI system, shown as picture: select certificate type, and click “Next”.

The user list corresponds to all administrator users (enterprise certificate replacement application) or all non-administrator user (personal certificate replacement application) under supply enterprise /self-inspection enterprise/authority, but just the user having activated and effective CA Key and having not submitted expired certificate application or loss damage application form is displayed. Part II 2.5 PSI CA printing personal digital certificate application form (digital certificate order list) Digital certificate order list: after successfully submitting CA application form, click sub-menu “CA application list” of menu “CA operation”, shown as right picture: the order status includes applied, paid and receipted. Remarks: an order can be cancelled after applying and before paying and it can’t be observed in the order list.

Part II 2.5 PSI CA printing personal digital certificate application form (printing digital certificate application form) In digital certificate order list, click serial number 2 in front of the order number CA1337251117640 to research detailed information of order, shown as right picture: On the lowest side of detailed information webpage, click “print agreement” button, and click “print” button in CQCCApersonal digital certificate application form. Remarks: Please carefully read filling instructions on the first page of personal digital certificate application form.

  29. Part II 2.6 PSI CA payment (digital certificate order list) In digital certificate order list, click paying operation corresponding to order number CA1337251117640, shown as right picture:

Part II 2.6 PSI CA payment (receipt side information) Payment side can print the receipt side information before remitting, so as to make it convenient to implement remittance in the blank, and the button of printing receipt side information is on the lowest side of the page. Remark: it needs to fill order number in the remittance message item of the money order so as to confirm order while receipting .

Remark: Remittance amount data item is filled in accordance with remittance amount and remittance currency type.

  34. Part II 2.7 PSI CA unlocking PIN code (steps) Steps of unlocking PIN code: 1. Contact PSI operation & maintenance staff to set enterprise certificate CA Key (administrator user) as MT mode, and login system by user ID and password corresponding to enterprise certificate CA Key (administrator user) ; 2.Insert CA Key to be unlocked after the administrator user logins by MT mode; click unlocking PIN code menu; click Unlock Pin after identifying inserted CA Key in the interface; and finish unlocking after successfully unlocking; 3. Reset PIN code as 12345678 after successfully unlocking PIN code; 4. Modify PIN code by user administration tool of CQCCA WatchSafe mounted in computer.

  36. Part III 3.1 Frequently asked questions in PSI CA electronic key mounting configuration (1) 1. Whether PSI CA electronic key is available in my computer? PSI CA electronic key is mainly related to version of your IE browser; please open “help” of your IE browser, click “about Internet Explorer” on the lower side, to understand version of your IE browser; version of your IE browser should not exceed IE8 in the present time; and IE7 and IE8 are suggested. 2. Whether it can login by ID and password after mounting PSI CA electronic key procedure ? Yes, you can, but you cannot insert PSI CA electronic key; system will automatically pop out PIN code login webpage if you insert PSI CA electronic key once again after mounting the procedure, at which time, your login way is automatically changed into using PSI CA electronic key; username and password will not displayed, and you cannot login by username and password.

  37. Part III 3.1 Frequently asked questions in PSI CA electronic key mounting configuration (2) 3. Why there is no place to input PIN code after normally mounting procedure ? Open IE browser, find out “tool (T)” option in menu, click “Internet option (O)——>“security”——>“custom level (C)” therein, and start related “Active X control and insert”. 4. What should I do if I forget PIN password ? System will be locked if PIN password is wrongly inputted for more than five times, at which time, you cannot login system, so please clearly record when you input PIN password in the first time; input right PIN password when login by PSI CA electronic key; please contact 86-10-65994138 or send E-mail to psiservice@cncait.com.cn (E-mail is suggested) input if you wrongly input password for more than five times, and tell us your code of PSI CA electronic key; and then our service personal will assist you.

  38. Part III 3.1 PSI CA Frequently asked questions in PSI CA electronic key mounting configuration (3) • 5. What should I do if PSI CA electronic key is locked ? • please contact 86-10-65994138 or send E-mail to psiservice@cncait.com.cn ,tell us your AQSIQ certificate number and your code of PSI CA electronic key; and service personal will modify your login way as MT login, namely login by operation & maintenance way; • after login system by MT way, select “CA operation”->“unlocking PINcode”; prompt of requiring you to insert PSI CA electronic key to be unlocked will appear on the upper side of webpage, and PSI CA electronic key to be unlocked will appear on the upper side of webpage; click “send unlocking request unblocking” button, and wait for unlocking cipher text from service end; • unlocking cipher text returned from service end will display in text region; click PIN code of PSI CA electronic key to set initial value as 12345678; and user can login into system by inputting initial password when prompt of inputting PIN code appears after inserting PSI CA electronic key once again.

For the circumstance that check and secondary delivery personnel of our company has two IDs, where one stands for identify of inspector and the other one stands for other identifies (added by our self), whether we can unify IDs into one? Whether there is some solution for the circumstance that computer USB port or KEY interface is physically damaged or KEY is lost in case that KEY is repeatedly plugged and inserted? Whether a PSI CA electronic key has more than two rights because authorized signatory of our company has quality of inspector? Where shall I post PSI CAapplication service agreement?

  40. Part III 3.1 Frequently asked questions in PSI CA electronic key application (1) 1. Whether electronic key is just available for valid inspector? Can documentation specialist login into system without electronic key? Whether it should consider to apply electronic key for documentation specialist? Answer: each user account number is set with an electronic key after clearing user account number information in PSI system, so it cannot login system without electronic key. 2. Whether it should report filling form if it needs to add information about identification that not exists originally? If so, whether all persons accessing into system are involved? Answer: it needs to provide identification paper for personnel involved in filling form, and the filling form just involve system administrator, authorized signatory and inspector; and other personnel entering into system have no record. 3. Whether self-inspection enterprise applies electronic key by commissioning overseas agency or by transferring CNCA notice and requirement from overseas agency, or directly asking for CNCA information centre for application ? Answer: commissioning overseas agency to apply for electronic key. 4. Whether 3-4 KEYs are applied generally due to work demand because account number of the existing authorized signatory is operated by multiple persons? Answer: you can apply electronic key in accordance with existing account number, and each user account number just corresponds to a key; in accordance with operations of other overseas agencies, multiple authorized signatories can be backed up by Certification and Accreditation Administration; we will feed information about inspectors of various overseas agencies and its self-inspection enterprise as well as authorized user account number information back to various agencies, and those information will return to use after confirming and modifying.

  41. Part III 3.1 Frequently asked questions in PSI CA electronic key application (2) 5. Which department shall I contact because some self-inspection supply enterprises have not already received electronic key up to now? Answer: self-inspection enterprise has not already made electronic key up to now; in this notification, various agencies are required to clear their and subordinate self-inspection enterprise user information in PSI system, and refer to user information in system after clearing. Various agencies can login PSI system to apply electronic key of its and subordinate self-inspection enterprise user by received electronic key. 6. For the circumstance that check and secondary delivery personnel of our company has two IDs, where one stands for identify of inspector and the other one stands for other identifies (added by our self), whether we can unify IDs into one? Answer: each ID requires an electronic key; check and secondary delivery functions are respectively implemented, so an inspector cannot deliver to himself. 7. Whether there is some solution for the circumstance that computer USB port or KEY interface is physically damaged or KEY is lost in case that KEY is repeatedly plugged and inserted? Answer: in accordance with demand of general office No. 61 announcement, the batch under 400 cannot apply for new electronic key; you can adopt backup KEY to avoid loss or damage, but backup KEY will generate corresponding expense, please consider.

  42. Part III 3.1 Frequently asked questions in PSI CA electronic key application (3) 8. You just mention inspector in appendix table of your Information Configuration of Authorized Signatory and Inspector of PSI CA Various Overseas Agencies and Subordinate Self-inspection Enterprise, and how can I add certificate maker and delivery personnel involved in system operation therein? Answer: for general workers, please confirm, modify and complete account number information in PSI system as follows: (1) Clearing pre-shipment inspection mechanism user: 1. Login PSI system by pre-shipment inspection mechanism administrator, click tree-shaped management menu; 2. Clear department personnel and headquarter personnel on the right side one by one; 3. Click “Modify” on right side to modify personnel information or “Delete” to delete personnel; 4. To add personnel, click “personnel operation” menu -> “add agency personnel”. (2) Clearing self-inspection enterprise user: 5. Login PSI system by self-inspection enterprise administrator (can be under assistance of pre-shipment inspection mechanism administrator), click tree-shaped management menu; 6. Clear self-inspection enterprise personnel on the right side one by one; 7. Click “Modify” on right side to modify personnel information or “Delete” to delete personnel; 8. To add personnel, click “personnel operation” menu -> “add agency personnel”.

  43. Part III 3.1 Frequently asked questions in PSI CA electronic key application (4) 9. Whether a PSI CA electronic key has more than two rights because authorized signatory of our company has quality of inspector? Answer: PSI CA electronic key can have two rights if a same user account number therein has those rights; for example, two user account numbers are required because an inspector cannot implement field inspection result register and secondary task delivery at the same time, and correspondingly, two PSI CA electronic keys are required. 10. Where shall I post PSI CA application service agreement? Answer: please sign PSI CA application service agreement in four copies in accordance with unified format and post, and two copies will be returned to various agencies after being signed and sealed by our company.
