An advocate has been described as The effort to organize families, children, and individuals within a community to speak and act with a common purpose to push for changes that improve the quality of life locally. But I think its more than that, so Id like to enlist your help in better defining Advocacy. Questions Have you ever Please stand up and stay standing. Captained a tennis team? Have you ever served on a State/District Committee? Have you ever served on a Section Committee? Have you ever coached a child? Encouraged a friend or family member to learn to play tennis? Volunteered at a tennis tournament? Helped start a tennis league? Served on a CTA board? Talked to your city leaders about growing tennis in your community? Talked to your school board about tennis in public schools? Helped in an organized campaign to grow tennis in your community? Ever attended a training or seminar to learn more about tennis? National Advocacy Handbook The USTA has developed the Advocacy Handbook as a resource guide to help you sort through the process of how to convince decision makers that your ideas can benefit your community. How many of you have seen or have this notebook? How many of you have had the chance to read through the notebook?     25. Companion Section CD Along with the National Handbook, comes a Southern Section Toolkit with a companion CD. This, I like to think of as the How To part of the Kit.     26. Funding Finder & Economic Impact Study For example, the CD contains tools like a Funding Finder, to help you locate grants and foundations that can help you fund your project. It has an actual Economic Impact Study so you can show decision makers the difference tennis facilities can make in your communitys economic development plan. Power Point Presentation & Tennis Needs Survey It has Power Point Presentations from around the country that can be customized for your community decision makers and, A tennis needs survey so you can poll your community and report back to elected officials. Building Relationships Tennis advocacy should occur year round Establish informal communications and relationship building with the Parks and Recreation staff, Advisory Board members, and elected officials. As most of us know by now, one of the most important parts of Advocacy is Relationship Building. How many of you already have a friendly working relationship with your park and recreation staff? Of you, how many have a city staff holding an official position with your organization? And what would that be? Thats great because. Getting to know your Park and Recreation Department personnel is one of the most important things a CTA or any other tennis organization can do for its tennis community. Tennis advocacy should occur year round through informal communications and relationship building not just with Parks and Recreation staff, but with Advisory Board members, and elected officials. Its the one thing that can truly impact the future of tennis in your community, and once understood, unlocks a lot of the mystery about how public tennis facilities are planned and built. Park Master Planning Park Master Planning is every tennis organizations opportunity to influence leaders Long range 15-20 year plan, with updates as often as every 3-5 years Park Master Planning is every tennis organizations opportunity to influence city leaders about the importance of tennis and tennis facilities in their communities A Park Master Plan is a 15 - 20 year community park plan. Many communities update their Park Master Plans as frequently as every 3-5 years so they can address the development of individual parks. So, finding out when YOUR next Park Master Plan update takes place is essential to your tennis community.     32. Scheduled Formal Meetings are open to the public CTAs should plan on participating in every stage of the Park Master planning process knowing it is a long term process. Completing the process from start to finish can take up to three years before construction begins. Its not something that can be completed or done overnight.     33. Phase 1 Comprehensive Master Planning Communities develop long range plans (15-20 years) Expressed community interests and desires impact the plan. Capital project development begins with Comprehensive Planning. This is the long range plan for a communitys park system. When reviewed, public input is requested by city staff and elected officials. This is when tennis advocates can impact the outcome of the plan. In addition to a statistical basis for the plan, expressed community interests and desires can make a huge impact. Project Selection & Budgeting Adoption of Annual Budget allows tennis advocates an opportunity to influence Public Officials During the Project Selection & Budgeting Phase, funds are allocated on a yearly basis to finish out park projects. This process prioritizes project development. While the Comprehensive Master Plan or (Phase 1) establishes a map for park development, in phase 2, individual park projects are reprioritized annually and other projects might be eliminated or inserted. They are yet another opportunity to influence Public Officials for the inclusion of funding for tennis facility development.     37. 3. Project Design & Development It is never too late for Advocacy to influence development. As an individual park project is initiated, a site master plan is developed, again, through a public process. During the design and development stage, its still not too late for Advocacy to influence the plan. Advocates need to be present If tennis facilities are already being considered at an individual park, advocates need to be present to ensure that these facilities are not replaced by other community recreation needs, and, to influence the scope and scale of the proposed tennis project. If tennis facilities have not been considered in an individual park plan, advocacy could very easily move them onto the list for consideration, possibly in place of, or in addition to other athletic projects in the plan. In other words (soccer example) If tennis facilities are already being considered at an individual park, advocates need to be present to ensure that these facilities are not replaced by other community recreation needs, and, to influence the scope and scale of the proposed tennis project.     40. Review Informal advocacy relationship building - should occur throughout the year. Seize the opportunity to provide formal input at key public meetings during every stage of the decision making process.
