  3. FY11 GSA Alternative Fuel Vehicles • 8 Compressed Natural Gas • 3 Liquid Propane Gas • 1 Battery Electric • 1 Flex Fuel Hybrid • 231 Bio Diesel (B20) • 175 E85 • 70 Hybrid Electric • 7 Low Greenhouse Gas (GHG) Total of 498 Alternative Fuel Vehicles An Increase of 291 over FY10

Greening our Fleet • Actually, building on success • Automotive • In FY10 Automotive purchased 42,500 AFVs. • Since 2000 Automotive has purchased 245,000 AFVs. • Fleet • AFVs make up 50% of GSA’s leased fleet. • In FY10 Fleet purchased over 28,000 AFVs. • Since 2000 Fleet has purchased over 150,000 AFVs.

EISA vs. EPAct, What is Green? • EPAct • 75% of vehicle purchased must be alternative fuel • Included fleets of 20 or more vehicles in an MSA • EISA • Requires the purchase of low GHG vehicles • Redefined alternative fuel vehicle based on GHG scores • Did not include fleet size or location requirements • Exceptions to EISA • Function need – no available low GHG vehicle can support my mission • Alternative measure – offset difference between vehicle purchased and low GHG vehicle in another area

Functional Needs Exemption Process • Identify functional/mission requirement (e.g., police pursuit) • Review available low GHG vehicles • Establish there is no low GHG vehicle available • Submit functional needs exemption to Agency designee • EISA notes Agency head approval, but allows delegation to official responsible for fleet management • Obtain approval and retain it for 5 years • Providing a copy to GSA will speed the ordering process • GSA can help guide you through the process • Starting now will avoid ordering delays and changes

  8. Low GHG Vehicle Selection Factors • Use • Hybrids more efficient in city driving • Fuel Availability • E-85, B20, Propane • Cost • Conventional Fuel low GHG vehicles • Flex Fuel Vehicles • Hybrid Vehicles • GSA Motor Vehicle Management helps with selection • GSA Fleet helps with surcharge

  9. Fleet Business Cycle • Rates and auction proceeds finance operations and vehicle replacements • GSA Fleet rates are not built to cover incremental costs for AFVs • Agency surcharges or contributions cover incremental AFV surcharges

Basic Tips to Save Fuel Everyday • Ensure tires are properly inflated and vehicle is maintained • Remove excess weight from vehicle • Drive the speed limit • Slow starts and stops • Avoid idling • Use cruise control • Plan trips so they can be consolidated • Carpool when possible Select the most fuel efficient vehicle that meets your mission!
