  2. History of MDS • Developed in 2001 by Risk Management Council and Adopted by Department of Administration • Agencies Responsible for Compliance • No Monitoring Capabilities So Difficult for Agencies to Comply • Statewide Interest in MDS Peaked in 2004

  3. MDS Development in 2005 • Fleet Driving Policy Manual Revised to Include Criteria for Privilege of Driving State Vehicle • Automated Monitoring Process Created Using DOT Drivers Licensing System • Statewide Project Team Created to Review Agency Compliance Issues • Document Created to Provide Agencies Guidance in Complying with MDS

  4. MDS Criteria • Have a Valid Drivers License • Minimum 2 Years Driving Experience • 18 Years of Age • Only Applies to State Owned Vehicles • Disqualified if: • Three or more moving traffic violations and/or at fault accidents in past two years • OWI or DUI Citation within 12 month

  5. MDS Successful? • Received Considerable Attention from Employees and Unions • Agencies Screen Driving Records of Employees Before Hiring • Dismissal of Employee Required to Drive State Vehicle Upheld in Arbitration • Vehicle Accidents Rate Has Improved
