This report details the successful implementation of Monitoring-Based Commissioning (MBCx) in Welch Hall at California State University, Dominguez Hills. Constructed in 2001, the 179,222 square foot building faced significant energy inefficiencies and comfort issues due to its original air handling system. Through a comprehensive MBCx process involving calibration, data collection, and staff training, the project achieved notable energy and cost savings, reducing annual spending by $108,306. Future improvements and educational benefits further enhanced institutional knowledge and operational efficiency.

Welch Hall Overview • Building constructed in 2001 • Total area of 179,222 square feet and four stories • Heating and cooling provided by the campus central plant • Original air handling unit design caused high fan energy and comfort issues • 5 air handlers, 195 terminal units, 9 exhaust fans

The Process • Meters installed and check for calibration • Pre-baseline data collected and Option C Baseline Created • EnerNOC verified what did and didn’t work; findings added to a punchlist. • Worked are way through a multi-page punch list • Nearly all repairs were made by staff RMs and BSEs • Brought Emcor in to install controller and do programing • EnerNOC field verified all the repairs by opening, closing, and testing every point • Post-energy data collected and savings calculated • Training / educational wrap up meeting

Energy Saving Measures Number of Instances Found 4 Measure Calibrate temperature sensors 2 Clean chilled water coils 1 Repair or replace non-functional valves 6 Repair or replace damper linkage or actuator 1 Raise economizer lockout temperature 3 Move temperature sensor away from heat source
Future Improvements • Clean terminal unit reheat coils & re-TAB the building • Install turning vanes to reduce fan system effects • Implement a static pressure reset on air handling unit controls • Implement dual-setpoint occupancy flow at the zones
Added Benefits of MBCx • How did this MBCx project help the campus with implementation and savings realization across campus • Everyone in my department became much more knowledgeable of the building • Employees saw the benefits of having things work correctly • Mechanics started to fix some of the same problems on other buildings or at least ask when we could get money to fix other things. • Finishing an MBCx gives a moral boost to the department and momentum to discover other savings on campus for a while
