  4. STCW FR – Upper Level Deck Officers National Changes to National Requirements The minimum tonnage requirement for Unlimited O/NC Officer Endorsements has been lowered. Lowered to service on vessels of 100 GRT vs. 200 GRT (11.402 (a)(1)) Effective March 24, 2014 – use the more lenient requirement regardless of when service began. (NVIC 02-14) Service earned prior to March 24, 2014 will be credited if it was on vessels greater than 100 GRT. (NVIC 02-14) http://www.themaritimecenter.com/

  5. STCW FR – Upper Level Deck Officers National Changes to National Requirements Tonnage Calculation for Unlimited Officer Endorsements: 11.211(e) Service on towing vessels. Service as master or mate (pilot) on towing vessels, when the aggregate tonnage of the tug and barges is 1,600 GRT/3,000 GT or more, is creditable, using the aggregate tonnage, on a two-for-one basis (2 days experience equals 1 day of creditable service) for up to 50 percent of the total service on vessels of 1,600 GRT/3,000 GT or more required for an unlimited officer endorsement. The remaining required service on vessels of more than 1,600 GRT/3,000 GT must be obtained on conventional vessels. Scenario: Mariner applying for 3rd Mate Unlimited and has 500 days on tug and barges with aggregate tonnage of 1600 GRT or more • Credit on 2 for 1 basis (500 x .50) = 250 days • Up to 50% of the total required service (1080 total required service @ 50% on vessels 1600 GRT or more = 540 x .50) = 270 days maximum allowed on 2 for 1 basis • Mariner will need to provide 290 (540 – 250) days on conventional vessels. http://www.themaritimecenter.com/

STCW FR – Upper Level Deck Officers National Changes to National Requirements Beginning March 24, 2014, service on Great Lakes will be credited day-for-day @ 100% towards an ocean/near coastal endorsement. References NVIC 02-14 10.232(b)(1) 11.211(b)(1) 11.401(e)(1) The Final Rule when giving individual requirements for the specific credential held does not always reflect this change. STCW FR – Upper Level Deck Officers National • Until March 24, 2019, a mariner seeking an original national endorsement or raise of grade based on training or service started BEFORE March 24, 2014, will be examined under the regulations in effect BEFORE that date unless they have expressed a desire to examine for their endorsement under the new regulations; and • If the mariner started their training or service for an original endorsement or raise of grade On or AFTER March 24, 2014, they will be examined under the new regulations. http://www.themaritimecenter.com/

  9. STCW FR – Upper Level Deck OfficersSTCW 11.201 (a) An applicant for any STCW endorsement must hold the appropriate National endorsement unless otherwise specified. The Coast Guard has amended §§ 11.201(a), 12.201(a), and 13.601(a) To ensure alignment between a mariner’s national and STCW endorsements. The duties and responsibilities must match. In order to be considered for an STCW endorsement, the applicant must have or be receiving the equivalent national endorsement. Also, the applicant cannot request nor be considered for a lesser or greater STCW endorsement than the equivalent national endorsement that they hold or will be receiving on their MMC. The Coast Guard agrees, and has amended § 11.201 to require that a national endorsement must be held that corresponds to the STCW endorsement being sought. . http://www.themaritimecenter.com/
