Some other interesting facts: • Immigrants are 11.5% of our population-highest percentage in 70years (highest rate was 14.7 in 1910) • Since 1990’s immigration has increased by 57% • #30% of immigrants lack a high school diploma • 18% OF SCHOOL AGE POPULATION HAVE AN IMMIGRANT PARENT • ..OR ONE IN FIVE STUDENTS IN us SCHOOLS comes from an immigrant family

  15. Hmmmm… • 39% of Californians do not speak English as a first language • 18% of all Americans speak a language other than English in their homes • In Ohio 648,493 people speak a language other than English in their home • U.S. census

  19. Some things new……. Federal update on citizenship test

Test Implementation Timeline • Being developed by USCIS under Homeland security • Dr. Michael Jones is spearheading the project • Piloting will begin in January • Piloting will conclude by April 2007 (estimated) • The roll out of the new test is scheduled for April 2008 (estimated) • USCIS plans to administer 5,000 pilot tests in 10 cities

The New Test:Differences to Look For • For the first time, the test will be at a standard English level across the nation (NRS Level High Beginning-Level 3) • The current test is heavy on historical facts, and includes questions about the colors of the U.S. flag and the name of the form used to apply for citizenship • The new exam will ask about, for example, the Bill of Rights and the meaning of democracy • The new test will push citizens to participate in their government, not just memorize facts

Civics and History • The new test will still consist of 100 questions and will be in the public domain for study • Applicants must still answer 6 out of 10 questions correctly • A study guide will be available to help prepare for the test and encourage new citizens to learn more about U.S. civic values

Speaking • Test will consist of questions routinely asked during the N-400 interview • A glossary of vocabulary words in the N-400 will be included in the study guide • District Adjudication Officers will be provided with re-phrased questions at a basic level to assist applicants with limited English

Reading and Writing • Will be similar to the current exam, except it will use civics based questions • Will include a scoring rubric for District Adjudication Officers • Study materials for the English reading and writing test will consist of a vocabulary list rather than a list of study sentences • Writing test will be dictation and also use civics based questions • Actual reading and writing questions will not be released to the public but civics will be

  41. State Level • Changes being considered: • Grants will not be competitive for at least one more year (FY09) • Discussion at state level on funding streams • Incentive grants will continue (on a path towards performance-based funding) • Transitions and Career Pathways will be more important
