Upcoming INC Meetings • March 5-9: INC 55 • April 23-26: INC 56 • June 11-15 : INC 57
Elimination of NANP Expansion Options 2A, 3A, 4A, and the Steering Code Proposal
Eliminated Options • OPTION 2A - 4 DIGIT NPA WITH NEW A DIGIT • (N)XXX + XXX + XXXX • OPTION 3A - NATIONAL DESTINATION CODE (NDC) • NDC (1 Digit) + NPA + XXX+ XXXX • OPTION 4A - 4 DIGIT NPA WITH NEW “B” DIGIT • N(X)XX + XXX + XXXX • Steering Code Proposal • SC (2 Digit) + NPA + XXX+ XXXX
Rationale for Elimination of Option 2A • OPTION 2A - 4 DIGIT NPA WITH NEW A DIGIT • (N)XXX + XXX + XXXX • Rationale: • Transition Problem • 0+ Dialing is not supported • Dialing Problem • Reintroduction of 1+ prefix dialing • User Impact • Confuses relationship with existing NPAs. New NPAs less similar to existing than in other options
Rationale for Elimination of Option 2A • 0 + Dialing Problem • For a credit card call during the permissive period: • One can dial either: • 0 + (2) NPA - NXX – XXXX (Expanded format) or • 0 + NPA – NXX – XXXX (Existing format) • (Receives a prompt) + Credit card number
Rationale for Elimination of Option 3A • OPTION 3A - NATIONAL DESTINATION CODE • (NDC) NDC (1 Digit) + NPA + XXX+ XXXX • Rationale: • Transition Problem • 0+ Dialing is not supported • Dialing Problem • Does require a prefix in transition and also on an ongoing basis for inter NDC dialing • Eliminates uniform dialing throughout the NANP • User Impact • No simple rule for transforming an old number to a new number; requires users to learn new geographical segmentation
Rationale for Elimination of Option 3A 0 + Dialing Problem For a credit card call during the permissive period: One can dial either: 0 + NDC + NPA - NXX – XXXX (Expanded format) or 0 + NPA – NXX – XXXX (Existing format) (Receives a prompt) + Credit card number
Rationale for Elimination of Option 4A • OPTION 4A - 4 DIGIT NPA WITH NEW “B” DIGIT • N(X)XX + XXX + XXXX • Rationale: • User Impact • Requires users to insert a digit in the middle of the area code • Regulatory Issue • Fails to address Canadian request for identification of unique geographic resources • NANP Exhaust Impact • Does not allow release of 80 N9X NPAs for immediate assignment
Rationale for Elimination of Steering Code Proposal • Steering Code Proposal • SC (2 Digit) + NPA + XXX+ XXXX • Rationale: • Transition Problem • 0+ Dialing is not supported • Dialing Problems • Does require a prefix in transition and also on an ongoing basis for inter SC dialing • Eliminates uniform dialing throughout the NANP • User Impact • No simple rule for transforming an old number to a new number • Requires users to learn new geographic segmentation post implementation
Rationale for Elimination of Steering Code Proposal 0 + Dialing Problem For a credit card call during the permissive period: One can dial either: 0 + SC + NPA - NXX – XXXX (Expanded format) or 0 + NPA – NXX – XXXX (Existing format) (Receives a prompt) + Credit card number
Options Still Under Consideration • OPTION 1A 4 DIGIT NPA WITH NEW D DIGIT • NXX(X) + XXX + XXXX • OPTION 1B 4 DIGIT NPA WITH NEW D DIGIT AND 4 DIGIT C.O. CODES • NXX(X) + (X)XXX + XXXX • Both options require that the D-digit not be released prior to NANP Expansion
D-Digit Release • INC is addressing the directive in the FCC’s Second Report and Order for the eventual elimination of current usage of 0/1 D-digits (Paragraphs 105 and 106)
LNPA Workshop & CO/NXX Workshop • INC has begun its initial examination of FCC 00-429. • The following guidelines are currently under review: • Central Office Code Assignment Guidelines • Thousands-Block Number Pooling Administration Guidelines • North American Numbering Utilization and Forecast Reporting Guidelines
NPA Workshop • The NPA Workshop reissued their NPA Code Relief Planning and Notification Guidelines on November 13, 2000. This reissuance aligns the guidelines with current industry practices.
