The Palm Harbor Golf Club, originally opened in 1973, has been a treasured community asset in Palm Coast. After reopening in 2009 under Kemper Sports Management, the current management agreement expires on November 6, 2014. A Request for Proposals was issued on May 20, 2014, attracting five firms, including Billy Casper Golf, which was ultimately recommended by the evaluation team for its extensive experience, community involvement, and robust transition plan. The team advises the City Council to authorize negotiations with Billy Casper Golf for management.

BACKGROUND & HISTORY • The Palm Harbor Golf Club originally opened in 1973 as a community amenity for “Palm Coasters.” • The golf course property (with the exception of the driving range property) was donated to the City of Palm Coast after a developer halted redevelopment due to the real estate market downturn. • Palm Harbor Golf Club re-opened for play on November 7, 2009 under a management agreement with Kemper Sports Management. • The current agreement with Kemper Sports Management is set to expire November 6, 2014.
