  2. Project title: The 3rd APEC Air Cargo Security Workshop

Why should APEC undertake this project • The increasing activities of terrorist on global scale are putting every economy, including those of Asia Pacific, at far greater risk than ever before (eg: Yemen in 2009, Detroit in 2010, and Moscow airport bombing in 2011) • According to the International Air Transport Association, nearly half of the global freight are being transferred by air carriers in Asia Pacific region and more than 32 millions job along with $3.5 trillion of economic activities have been supported by this industry.

  4. Key objectives of the Project(Based on recommendations from the previously organized workshop) • Develop measures to strengthen government/industry collaboration and cooperation in the field of air cargo security • Facilitate the exchange of information among APEC members at beyond the Workshop through establishment of a formal POC expert list and the APEC web board where members could provide inputs in terms of experiences, best practices or lessons learnt on aviation security related issues, and discuss measures to deal most effectively with and reduce the possibility of such occurrence • Continue to explore technological solutions to the unique challenges of air cargo security

Project timelines and date for key activities The two-day Workshop will be organized on 25-26 August 2011. • The first day: • Introduction of effective measures and arrangements • Capacity building initiatives and relationship between APEC members • Exchange the best practices and lessons learned in the area of air cargo security • Explore available technological solutions to the unique challenges of air cargo security • This project will be focus on three of five areas of interest identified by air cargo security experts at the first APEC Air Cargo Workshop: 1) Information sharing; 2) Capacity building; 3) Technology • The second day: • A technical tour to the new cargo facility at NoiBai International Airport of Ha Noi • The draft recommendation will be circulated to all members and other stakeholders for reference
