  4. Orleans Adopts Zoning Bylaw • Planning Dept and Planning Board are key • Developed draft Wind Energy Bylaw • Coordinated with Cape Cod Commission model bylaw working group • Public Hearings • Bylaw passed at May, 2004 Town Meeting

MTC Community Wind Program • Orleans was first participant • Supports feasibility analysis including meteorological test (“met”) tower, data collection and reporting (complete) • Technical and economic analysis of options for varying sizes of turbines and interconnections (complete Feb., 2005)

  6. Met Tower Data • Average 14.5 mph (1st year of data) • Lower average speed in Summer • Higher average speed in Fall, Winter • Correlation to other regional sites with long-term data to improve confidence • Share data and experience with neighboring towns (Eastham, Harwich, Brewster, others)

  7. Feasibility Study Results • 500 acre-Watershed can support up to six “1.5 MW class” wind turbines (80 meter hub height); • Long-term Net Annual Energy Estimates 3,247 MWh/yr (23% Capacity Factor) (assumption of one GE 1.5sl) • Approximately 8 - 20% of on-site (I&M Plant) consumption served by one turbine

  8. Economics & Ownership Options • Municipal ownership: negative 14% IRR • Private ownership: 10% IRR with some annual revenue to town • Private-Municipal partnership: best return and revenues (recommended approach)

Private-Municipal Partnership • Shared ownership (one turbine scenario) • Private capital $2,174,641 • Town capital $53,359 • Town return 36.6% IRR (approx. $20,000/yr) • MTC “offer” to pay up-front cost of purchase and construction of up to two turbines then sell to private-municipal partnership

Town Meeting Warrant Articles • Lease a Portion of Watershed • Capital Contribution and Revenue Flow • Amend Use Regulations in Groundwater Protection District to allow wind turbine(s) • all or a portion of the energy produced by the wind turbines is devoted to the production of Town drinking water.

  11. Town of Orleans Benefits • Revenue stream • Financial risks are minimized by MTC • Offset electricity demand of new I&M plant • Power and REC’s can meet needs of local communities through Cape Light Compact • Decrease regional reliance on non-renewable energy sources
