EU Energy Initiative for Poverty Eradication and Sustainable Development (EUEI) launched in 2002 in Johannesburg First ACP-EU Energy Facility (EF I, €220 million) launched in June 2006 Following successful implementation of the first EF, 10th EDF includes provision for a new EF (EF II) with a total budget of €200 million Overall objectives of EF II To contribute to the MDGs on poverty alleviation as well as WSSD objectives on energy To contribute to the fight against climate change (both for mitigation and adaptation) ACP-EU Energy Facility: BackgroundObjectives 2

Expected results Improved access to affordable and sustainable energy services in rural and peri-urban areas Development of a sector enabling governance and regulatory framework and reinforced capacities of key stakeholders ACP-EU Energy Facility II: Expected Results andFocus Focus on • access to energy services in a pro-poor perspective • renewable energy and energy efficiency, use of local resources and decentralised solutions • productive use of energy beyond the basic service • coherence with partner countries' planning frameworks • promotion of sound energy policies and strategies • removal of obstacles to private sector's involvement 3

Access to energy and climate change : What is at stake? • Energy = both a core sector in climate change and an important driver for development (without energy, no development) •  Access to energy has to be more taken into consideration in the climate change negotiations (as underlined by a recent declaration of the Conference of energy ministers in Africa) •  Access to energy must benefit from climate financing!

  16. An exceptional context • 2012 = UN Year for sustainable energy for all • UN HLG on energy (particip. Com. Piebalgs) • ... But there are emergencies! ACP-EU Energy Facility II: BackgroundCalls for Proposals • Two Calls for Proposals (100 and €50M) • Amount 1st CfP set according to 1st EF results + front-loading effort (global crisis); extra contributions for 2nd CfP hoped for • “Two-steps” CfP (concept note + detailed proposal) • Allows better preparation of proposals, avoids unnecessary investment in project preparation

ACP-EU Energy Facility II: Call for Proposals • Global overview • Call launched 30/11/09 • Deadline for submission of Concept Notes 05/02/10 • 667 Concept Notes received • 219 Proposals pre-selected 30/04 after concept note evaluation • 169 Detailed proposals received by deadline 09/07 • 65 proposals awarded + 15 on Reserve List (29/11)
