The process of how a bill becomes law in the U.S. Congress begins with revenue bills starting in the House. Each bill is numbered, assigned to a committee, debated in the full chamber, and then voted on. If passed in both the House and Senate in different forms, it goes to a conference committee for reconciliation. Finally, the President can sign the bill into law, veto it, or let it sit for ten days (pocket veto). This process explains the legislative journey of the Don't Ask, Don't Tell Repeal Act of 2010.
