  3. Pacific Region Priority Water Programs: R3120-Water Rights Negotiation/Litigation N3410-Water Management, Planning & Pre-development Trinity River, Northern California

  4. Program Goal: • “…successfully support the prudent management and conservation of Tribal natural resources and assist tribes with establishing and defining water rights and settling claims through negotiations.”

  5. Program Objectives: “…for the Benefit and protection of Tribal water resources and their environments” Empowerment of tribes: • to develop partnerships • to develop tribal water plans • to develop strategies

  6. Include: Water rights negotiation and settlements Water Resources Assessments Drilling Exploration Inventories of Priority Tribal Lands Increase in program staff FY 2012 needs: Mount Shasta

  7. Tribal concerns: • Surface water and ground water supplies • waterquality • overdraft • water diversions • water transfers • ecosystem management • Water rights

  8. Funding: Request approximately $10.4 million dollars in Budget Year 2012 • $1,500,000 to the Pacific Regional Office improved water rights. • $1,000,000to Coachella Valley Tribes –For future emergency planning and resources protection as a result of fires & flooding. • $1,000,000 for Russian River & Cache Creek Basin-water quantification studies for 15 tribes • $2,500,000to Northern California tribes for participation in Klamath Basin Restoration Agreement • $100,000 to Tule River Reservation to participate in ongoing water rights negotiation • $800,000to Pechanga, Cahuilla and Ramona to continue participation in U.S. vs. Fallbrook litigation • $500,000 for California tribal water resources planning participation with the State of California • $3,000,000Pacific Region tribes for drought related emergency water supply development
