Current Situation • AF has more Airmen than Congress authorized • 5,000 more Airmen than authorized (331,700 auth) • 10,000 more Airmen than authorized in FY2012, if we don’t take action • Two challenges: • Size: Highest retention in 15 years at a time of national economic downturn • Shape: Changing/emerging missions • If unaddressed, will have mission impact

  4. What We Have To Do • Reduce force size while safeguarding critical, stressed, and growth AFSCs • Enlisted: voluntary programs • Goal: 1.6% (4,376 personnel) • Officer: voluntary and involuntary programs • Goal: 2.0% (1,373 personnel)

Enlisted Force Management:Limited Active Duty Service Commitment (LADSC) Waivers LADSC Waivers • Effective 25 Mar - 30 June 10 • Retirement/separation date to be effective no later than 1 Sep 10 • Chiefs and Chief(S) CEM Codes: 1A1, 1C3, 1P, 1W, 2A6, 2R0, 2T0, 2T1, 2W0, 2W1, 3D, 3D1, 3N0, 3S0, 4Y0, 5J, 6F, 8F, and 8R3 • Senior Master Sergeant and below Primary AFSC: 2A0X1P, 2A0X1S, 2A3X2, 2A6X1, 2A6X2, 2S0X1, 2T0X1, 2W1X1, 3D0X4, 3D1X1, 3D1X2, 3D1X3, 3M0X1, 3S2X1, 4A0X1, and 4Y0X1 • Applicants apply via virtual Military Personnel Flight online voluntary retirement or separation application process • PSDM contains specific eligibility criteria and application procedures

Enlisted Force Management:Blue-to-Green Blue-to-Green • 25 Mar 10 through 30 Jun 10 (AF can remove AFS or end without notice) • Enlisted not in a critical/ stressed AFS and/or who are not currently serving in a control AFSC and Zone eligible for a Selective Reenlistment Bonus (SRB) are eligible to apply under this program • Critical and Stressed AFSs: 1C2, 1C4, 1N0, 1N1, 1N3, 1T0, 1T2, 1W0X2, 2T3, 3E0, 3E1, 3E2, 3E3, 3E4X1, 3E5, 3E8, 3N0, 3P0, and 6C0 • Airmen who previously received an SRB and their CAFSC is no longer eligible for SRB may apply for separation under this program • If approved, unearned/unserved portion of the SRB will be recouped • Apply via vMPF on-line voluntary separation application process • PSDM contains additional information on eligibility criteria and application procedures

Officers Force Management: Voluntary Separation Pay (VSP) VSP • 1 Apr - 30 Jun 10 (AF can remove AFS or end without notice) • Mandatory separation date 31 Dec 10 • Major and below in Core AFSs: 13S, 15W, 21A, 33S, 38F, 52R (Except Catholic Chaplains), 61B, 61C, and 65F commissioned in ‘98, ‘99, ‘02, ’03, ’04 • 14+ years TAFMS as of mandatory separation date not eligible • Officers who are approved under VSP are entitled to twice the rate of full separation pay if they have at least 6 but not more than 20 years of active service (5 years continuous) immediately preceding their separation date • Eligible officers who decline to serve in the Individual Ready Reserve render themselves ineligible for separation pay • PSDM contains additional information on eligibility criteria and application procedures

Officers Force Management: Reduction in Force (RIF) RIF • Scheduled 20 Sep 10 (AF can remove AFS or end without notice) • Officers not selected for retention will separate NLT 1 Mar 11 • Major and below in Core AFSs: 13S, 15W, 21A, 33S, 38F, 52R (Except Catholic Chaplains), 61B, 61C, and 65F commissioned in ‘98, ‘99, ‘02, ’03, ’04 • 14+ years TAFMS as of mandatory separation date not eligible • Officers not selected for retention will be entitled to full separation pay provided they have at least 6 but not more than 20 years of active service as of their separation date • To receive separation pay, officers not selected for retention must sign the Individual Ready Reserve Statement • Officers who decline render themselves ineligible for separation pay • PSDM contains additional information on eligibility criteria and application procedures
