  3. STRENGTHS HUMAN RESOURCES • Critical mass of well-trained teachers • Competent trainers • Enthusiasm and motivation • Good quality of work of agency advisors

  4. STRENGTHS INFORMATION AND NETWORKING • Transparency and availability • Networking • Catalogues of trainings
