CBC/CTS Open Enrollment November 4 to November 18, 2013 Elections Effective January 1, 2014 Passive Enrollment – current elections will remain the same in 2014 if no action is taken Except Flexible Spending – FSA elections need to be re-elected every year Enrollment Online using Ultipro Self-Service Portal

Overview of 2014 Changes CBC/CTS Plan Changes Medical Plan Design Dental Carrier changing to Delta Dental Flexible Spending Carrier changing to Flex Bank Healthcare Reform Changes Health Insurance Marketplace (Exchanges) Individual Mandate Pre-existing conditions prohibited Copay and Deductible count towards out-of-pocket maximum

Anthem Medical Renewal Initially projected 21% increase in cost Claims continue to increase year over year Current medical cost PMPM is $386.43; 50% higher than the Anthem norm of $257.67 Analyzed many plan design options to help decrease cost Medical plan design changes made to bring increase down to 10% CBC/CTS will be investing $6M towards medical plan

  9. 2014 Flexible Spending Program Carrier changing from UMR to Flex Bank Good reputation in Dayton Area Provide Debit Cards – Issue checks daily Set aside pre-tax dollars out of your paycheck to pay for certain healthcare & dependent care expenses. Lowers taxable income, more take home pay Healthcare Spending Account $2,500 max. Use to pay for eligible out-of-pocket healthcare expenses such as copays and deductible Dependent Care Account $5,000 max. Use to pay for childcare expenses - daycare

Voluntary Life Insurance Currently provided Basic Life & AD&D Insurance by CBC/CTS Option to purchase additional (or increase current) voluntary life insurance coverage during open enrollment Evidence of Insurability form will need to be completed if purchasing or increasing current voluntary amount
  11. AFLAC Sign up in-person with AFLAC representative Three types of coverage offered Accident Hospital Critical Illness Wednesday, Nov. 6th 7:00-10:00am & 2:30-5:00pm at CTIR Thursday, Nov. 7th 9:30-4:30pm at Main St.

Elections will remain in place from Jan 1 to Dec 31 Only time changes can be made to coverage outside open enrollment is when a qualifying life event happens Marriage Birth Divorce Change in employment status for self or spouse Flexible Spending needs to be re-elected
