  2. Problem • Commercial flying in the U.S. is an abysmal experience • The situation is getting worse • Failure to fix the system will severely hurt our economy

  3. Problem • Delays at most major U.S. airports are TEN times larger than those at European airports • European airports move 30% more passengers through vs. U.S.

  4. Why? • Airlines overschedule flights • Delays • High load factors • More delays (no where to put passengers if cancelled)

  5. Why? • Air Traffic Controller union resistant to any change • Politically powerful • Slow adoption of new technology • Airport competition • Airport authorities focused on local bottom line, NOT system efficiency.

  6. Why? • General Aviation • May exceed number of airliners under ATC control • Pay fraction of ATM operating costs • U.S. public • Accept the system as it is • No collective demands for change

  7. Case Studies • Air Traffic Controller union (NATCA) attempted to reject automation project because of QWERTY keyboards • FAA/airline collaborative efforts have caused transfer of control to airlines

  8. Solutions • Capacity increase • Airports physically limited and local populations resistant to expansion • Airlines must upgauge: • Larger more fuel efficient aircraft • Decrease number of flights

  9. Solutions • Private sector ATC services • UPS, Fedex prime examples that companies can: • Equip fleets with next generation avionics • Increase airport efficiency • Manage advanced transportation systems

  10. Solutions • “30% Solution” • 30% reduction in flight frequency & 30% increase in aircraft size should: • Meet expected demand increases • Utilize 80-90% maximum throughput capacities

  11. Solutions • Government Action • Publication of passenger quality of service (QOS) metric • Congestion pricing for landing slots • Passenger Bill of Rights
