  1. Group Exercise – Problem Analysis PURPOSE To understand the basic principles of analysis of problems by identifying major problems and the main causal relationships between them.

  2. Instructions: • Identify existing PROBLEMS, imagine future ones of NSO. • Each participant writes down a suggestion for a A STARTER or FOCAL PROBLEM. • The group should then discuss each proposal and try to agree on ONE STARTER or FOCAL PROBLEM. • Identify substantial and DIRECT EFFECTS of the focal problem. • Identify substantial and DIRECT CAUSES of the focal problem.

  3. PROBLEM TREE Instructions (continued): • Construct a PROBLEM TREE showing the cause and effect relationships between the problems. • Review the problem tree, verify its validity and completeness, and make necessary adjustments

  4. Guidelines: • Please count off from 1 to 4. We start with the participant nearest the door. • Your number is your group number. • Each group nominates a RAPPORTEUR and a FACILITATOR. The group RAPPORTEUR will report back to plenary. The Facilitator will guide and facilitate discussions.

  5. Guidelines (cont): • We have a maximum of 40 minutes for the discussions/ Group Exercise • The group’s FACILITATOR will designate an area where the group may work. You may use the areas outside this room. • Metacards or idea cards will be issued for each case study. The exercise will discuss these ideas. • Each group will be assigned a topic from the 4 cases

  6. Cases for Discussion: GROUP 1 : Improving the quality of Population Census data GROUP 2 : Gaining users’ confidence in statistics by improving dissemination GROUP 3 : Improving Gender Statistics GROUP 4 : Improving data processing infrastructure
