Federal-Aid Highway Act of 1958“The Bonus Program” • Voluntary bonus program to control outdoor advertising signs adjacent to the Interstate system. • ½ of 1 percent bonus • No compensation for removal of signs • Required to control signs within 660 feet of Interstate ROW • Cotton and Kerr Areas • Currently 21 Bonus states

HBA • During the 1964 presidential campaign, Lady Bird Johnson criss-crossed the United States, by road, with her husband. • In his State of the Union address in 1965, President Johnson addressed the issue by saying "a new and substantial effort must be made to landscape highways to provide places of relaxation and recreation wherever our roads run."

  7. White House Conference On Natural Beauty • On May 25-26, 1965, panels of conservationists, industrialists, government officials and private citizens met at President Johnson's request. The proposed by the President included: • a solution to the problems of automobile junkyards; • the possibility of underground installation of utility transmission lines; • policies of taxation which would not penalize or discourage conservation and the preservation of beauty; • areas in which the Federal Government could help communities develop their own programs of natural beauty; • the possibility of a tree-planting program.

Compromise • The House began debating the HBA of 1965 on October 7, 1965. • In the early morning hours of October 8, 1965 the Act passed by a 245 to 138 vote. • After the house vote, the bill went back to the Senate for reconciliation of minor differences. • Congress passed the final version on October 14, 1965. • The President signed the bill on October 22, 1965.

  9. HBA of 1965 • 10% penalty for failure to effectively control; • Required compensation; • Required control within 660 feet of ROW including the primary system; • Control of junkyards; • Requires size, lighting and spacing control in commercial and industrial areas.

  10. Federal-aid Highways Act of 1970 • Extended control beyond 66o feet of ROW outside urban areas • Added landmark signs as an exempt category • If in existence as of October 22, 1965

  11. Intermodal Surface Transportation Efficiency Act of 1991 (ISTEA) • Eliminated Primary system • FAP routes controlled as of June 1, 1991 • Prohibited new signs on designated scenic byways • Required removal of illegal signs
