The Current Participation Management Process • Overview • The Participation Management (PM) system creates and maintains user participation Electronic Data Exchange of FSA Information through the SAIG system and On-line (CPS, NSLDS and FISAP) through services provided by the various application systems. • The enrollment web site (www.fsawebenroll.ed.gov) allows users of SAIG to create new participants and enables existing users to perform updatesto their current participation profiles.

  9. Vision for Simplified Participation Management (cont.) The vision for simplified participant management is based on three important tenets: • New solutions must not abridge or constrain current DPA and user rights, privileges, or capabilities. • New solutions must improve the effectiveness and efficiency of DPA tasks. • New solutions must simplify execution of DPA responsibilities and mitigate risks.

Vision for Simplified Participation Management DPA Vision Statement: “Simplify the execution of DPA responsibilities and improve the effectiveness and efficiency of DPA tasks without constraining current DPA and user rights, privileges or capabilities.” Goals • Simplified access based on job function • Improved system security • Reduced need for paper signatures from president • Distinguish between online and batch services • Common user ID and password for all FSA systems • Don’t force partners to re-enroll users

We are going to demonstrate the current vision for simplified participation management process via three scenarios: • Scenario#1: DPA creates a user rights profile to enroll users. • Scenario #2: DPA approves a user account request and assigns an appropriate user rights profile. • Scenario #3: DPA changes a user account to use a more restrictive user rights profile. • Scenario #4: DPA modifies the batch selections made during the initial application process

These scenarios have already met several preconditions: • The partner has been found eligible to participate in Title IV programs. • The partner’s DPA has been created and has the necessary rights to perform all scenario functions. • The DPA has already logged in and is now at the Participation Management page presented on the next slide. NOTE:These scenarios are possible look and feel mockups used to gather feedback. These are not final design screens.

  14. Vision for Simplified Participation Management (cont.) Scenario#1: DPA creates a user rights profile to enroll users. In this scenario we are demonstrating the use of user entitlement profiles. This new capability allows DPAs to create and save a set of privileges which can be assigned to one to many users during user account creation. A DPA can now make a change in one place to grant new privileges to a group of users.

  17. Vision for Simplified Participation Management (cont.) Scenario #2: DPA approves a user account request and assigns an appropriate user rights profile. This scenario shows a DPA approving a user’s request to have an account created. Not shown is: • the user previously requested an account and the user selected or described the privileges they felt they needed • the user set their account password and the challenge question/answers they will use to reset their passwords without Federal Student Aid assistance

  21. Vision for Simplified Participation Management (cont.) Scenario#4: DPA modifies the batch selections made during the initial application process. This scenario shows how the DPA will be able to modify their batch option selections without having to go through the entire DPA setup process. This NSLDS batch selections screen on the next slide was pre-populated with information provided during the initial batch selection setup process.
