  1. NPA 2008-03 (Task 66.022): "Licences for non-complex aircraft maintenance engineers" Juan Anton Rulemaking Directorate EASA

NPA 2008-03 (Task 66.022) • A) PROBLEMS IDENTIFIED • Feedback received from Industry and NAAs through A-NPA 14/2006 and Working Group MDM.032 indicated that: • Currently, there are not enough Part-66 licence holders to cover the needs that all the General Aviation industry will face when Part-M regulations come into force for aircraft not used in Commercial Air Transport. • The current qualification requirements (B1.2 licence) are too stringent for the reduced complexity of light aircraft. • There is no European licence for sailplanes, powered-sailplanes, balloons and airships.

NPA 2008-03 (Task 66.022) B) ENVISAGED CHANGES • New categories of aircraft maintenance licences: • “B3”: applicable to sailplanes, powered sailplanes and non-pressurised piston engine aeroplanes of 2000 Kg MTOM and below (not applicable to balloons, airships and helicopters) • “ELA”: applicable to sailplanes, powered sailplanes, aeroplanes of 1000 Kg MTOM and below, balloons, hot-air airships and MOST gas airships (not applicable to helicopters and some gas airships). This licence will be further divided in 2 levels: • “Basic-ELA”: licence limited to maintenance not including annual inspections and major repairs and modifications. • “Full-ELA”: includes the privileges of “Basic-ELA” plus annual inspections and major repairs and modifications.

NPA 2008-03 (Task 66.022) • Ratings and limitations for the "B3" licence: • No certification privileges unless endorsed with the rating "sailplanes, powered sailplanes and non-pressurised piston engine aeroplanes of 2000 Kg MTOM and below". • This rating is endorsed after demonstration of relevant experience (50% of relevant tasks listed in Appendix II to AMC). • Limitations that can be removed based on experience: • Retractable landing gear • Variable pitch propeller • FADEC • Turbocharged engine • Electrical/Jet engines (for powered sailplanes) • Structure material (wood, composite, metal)

NPA 2008-03 (Task 66.022) • Basic ratings for the "ELA" licence (obtained through basic training): Basic ratings for the Basic-ELA licence: • Wooden, Composite or metal airframe. • Powerplant • Balloons (hot air or gas) • Airships (hot air or gas) Basic ratings for the Full-ELA licence: • Wooden, Composite or metal aircraft (airframe + powerplant) • Sailplanes (Wooden, composite or metal) • Balloons (hot air or gas) • Airships (hot air or gas)

  6. NPA 2008-03 (Task 66.022) • Limitations for the "ELA" licence (can be removed based on experience): • Retractable landing gear • Variable pitch propeller • FADEC • Turbocharged engine • Electrical/Jet engines (for powered sailplanes)

NPA 2008-03 (Task 66.022) • The B1.2 licence automatically includes the "B3" licence. • "B3" licence holders can not qualify for a category C licence. • The "B3" licence can be upgraded to a B1.2 licence. • The "ELA" licence can not be upgraded to B3 or B1.2. • The privileges associated with the “B3” and “ELA” licences are limited to structure, powerplant and mechanical and electrical systems. They will also include work on avionic systems requiring simple tests. • The "B3" licence may be used in Commercial and Non-Commercial Air Transport (by Part-145, Subpart-F organisations and independent certifying staff). However, the “ELA” licence can not be used in Part-145 organisations. • Not the intention to create a specific licence similar to a B2 for light aircraft.

NPA 2008-03 (Task 66.022) • No conversion provisions for "B3" and "ELA" licences. • For sailplanes, powered sailplanes, balloons and those airships covered by the "ELA" licence, there will be a 5 year period where certifying staff can still be qualified in accordance with national rules. • For those airships not covered by the "ELA" licence, national rules continue to apply.

NPA 2008-03 (Task 66.022) • As a summary, possible licences to be used are (in addition to A, B2 and C when applicable): • Piston engine helicopters: B1.4 • Piston engine aeroplanes above 2000 Kg MTOM and all pressurised piston engine aeroplanes: B1.2 • Non-pressurised piston engine aeroplanes between 1000 Kg and 2000 Kg MTOM: B1.2 or B3 • Non-pressurised piston engine aeroplanes below 1000 Kg MTOM: B1.2 or B3 or ELA • Sailplanes and powered sailplanes: B3 or ELA (or "National Rules" during 5 year transition period) • Balloons, hot-air airships and MOST gas airships: ELA (or "National Rules" during 5 year transition period) • Some gas airships: “National Rules"

  10. NPA 2008-03 (Task 66.022) • “B3” licence: • Basic Knowledge: Examination per revised Appendix I to Part-66 (duration of approved Part-147 course: approx. 900h) • Practical Experience: between 1 and 3 years (the same as for B1.2). Ref. 66.A.30(a)1

  11. NPA 2008-03 (Task 66.022) • “Basic-ELA” licence: • Basic Knowledge training: 80 h aprox. training covering: • “human factors” and “aviation law”, and • specific training on one of the basic ratings. • Basic Knowledge examination. • 1 year practical experience required (at least 50% of the relevant tasks of Appendix II to AMC). NOTE: The Basic Knowledge training is not required if shown 2 years maintenance experience (at least 50% of the tasks of Appendix II to AMC).

  12. NPA 2008-03 (Task 66.022) • “Full-ELA” licence: • Basic Knowledge: 100 h additional technical training (in order to have one airframe structure and engine combination) • Practical experience:2 years experience as “Basic-ELA” certifying staff.
