SCEK Fund History – First 5 Year Term • BC Gov’t, CAPP and SEPAC 1998 agreement to establish Fund • $5 million fund over 5 years • Based on industry levy ($600/WA/annum) • Administered by OGC • Original Fund mandate • “support and facilitate research and development of technologies designed to mitigate or address environmental effects related to oil and gas development” • Original Fund focus • linear disturbance, cumulative effects, wildlife, air emissions, soil and groundwater remediation, • Decision process developed including Technical Screening group

SCEK History - continued • Eligible proponents • Local and provincial governments • First Nations groups • Community, environmental, conservation groups • Universities and colleges • Industry • Consulting/contracting companies • Successful projects • BC focus and broad applicability • Co-funding to leverage costs • Low-cost and high-benefit, short-term deliverables

SCEK Fund – Second Term • Science and Community Environmental Knowledge Fund • Funding was extended for an additional five years • CAPP and SEPAC commitment • $9 Million total commitment (4+5) • Continues environmental research • Promotes integration of science with community environmental knowledge and First Nations’ knowledge • Commits to multi-party consultation on needs and priorities • Commits to annual conference to share results and consider needs and priorities

Fund Governance – Current Status • Second Term Funding Model • SECK fund segregated from OGC operating budget • Collection of levy temporarily suspended due to cash surplus • Original Agreement required revision • CAPP and SEPAC have met with OGC to revise original agreement • Recommended changes • Simplify Agreement • Financial/Managerial oversight by CAPP/SEPAC/OGC group • Re-focus on inclusion of Technical Advisory group • Inclusion of Process/protocol for submission of projects • Annual review and budget allocation of projects according to work plan • Sunset clause - $9million cap, unless extension agreed to by all parties

Next Steps • Currently operating under previous operating agreement until new governance model in place (led by OGC) • Third Party review of Governance model required • Possible linkages to OGC Board, CAPP EPG • Implementation of new process and governance by end summer 2004 • Other Opportunities • Review multiplier opportunities • Review linkages to other research initiatives

  7. Fund History • Decision process • Proposals solicited annually • Independent Science Technical Screening Committee reviews and ranks • OGC Advisory Committee reviews and prioritizes • OGC Board decides based on this advice
