2. 2 What is Terrorism? Violence or the threat of violence calculated to create fear for the purpose of coercing or intimidating governments or societies and which is used to achieve political, religious, or ideological goals. Both the Global War on Terrorism and the potential of antagonist behavior directed against USFK personnel require all personnel to be vigilant regarding our force protection and potential acts of terrorism. Personnel associated with the U.S. Government are often targets for terrorist activity. One of the most important individual protective measures DoD personnel can take is to develop personal habits and practices that frustrate terrorist attempts to determine their nationality, profession, individual job responsibilities, association with the Department of Defense and their overall importance to the Department of Defense.Both the Global War on Terrorism and the potential of antagonist behavior directed against USFK personnel require all personnel to be vigilant regarding our force protection and potential acts of terrorism. 3. 3 Why The ROK Is Targeted? Close ally of the United States Participation in Operation Iraqi Freedom (sent troops to Iraq in August 2004) Oct 1, 2004 (Yonhap) � a senior al-Qaeda leader has called for organized resistance against foreign countries, including South Korea, for their part in the occupation of the Muslim world, according to an audio tape aired by Arab television station al-Jazeera. The Republic of Korea is a close ally to the United States and has supported our efforts such as Operation Iraqi Freedom. Therefore, South Korea is included on the al-Qaeda list of foreign countries to organize resistance against. 4. 4 First Line Of Defense You are the first line of defense against terrorism � take an active role Know the area you are visiting Be alert/vigilant Buddy system Have phone numbers available to report to authorities The response to terrorist targeting is to become a �Hard Target� Vary Routines Be Aware Of Your Surroundings Have A Plan React Quickly Understand the categories of suspicious activity � teach co-workers, friends and family members It is important that you take an active role in the defense against terrorism. You need to be knowledgeable of the area and stay alert. Additionally, in Korea it is highly encouraged to use the Buddy System. However during periods of heightened tension or levels of increased threat, a General Order may be issued that would make the Buddy System mandatory. You should take steps shown here to become a �Hard target�. You need to be aware of suspicious activity and share this information with your co-workers, friends and family members. Activities to watch for as examples include: individuals observing or photographing installations and activities; attempts to circumvent physical security measures; or, attempts to elicit information by questioning USFK personnel or their families. 5. 5 Demonstrations Avoid all demonstrations Different types of demonstrations: Anti-U.S./Pro-U.S. Labor, Anti-South Korean/Pro-North Korean Typical spots for demonstrations: U.S. Military Installations, Embassy Near Subway Entrances/Exits Various Parks and Universities *However, demonstrations can occur anywhere. There is a potential for sudden unregistered violent demonstrations, which could result in direct contact with subversive agents of other countries or trans-national terror groups. DO - Be calm, be non-committal (if approached), observant, try to answer the �5 W�s� (Who, What, When, Where, Why), report immediately to authorities DON�T be confrontational, DON�T attempt to apprehend anyone, DON�T tell your buddies about the incident, DON�T wait to report Immediately report suspicious activity to one of the following authorities: SAEDA: DSN: 723-3299 Military Law Enforcement: 110 Off Base Emergency#: 112 Chain of Command If you encounter a suspicious activity be calm and non-committal and report the activity to one of the authorities noted here. 7. 7 Deployment/Travel Requirements Prior to deploying or traveling to countries or areas within the USPACOM AOR, units and service members will complete Antiterrorism/Force Protection (AT/FP) pre-deployment requirements.
