The purpose of the San Dieguito Union High School District’s stormwater management plan is to comply with applicable stormwater regulations, educate staff and students about stormwater, and to protect the nearby lagoons, beaches and watersheds from illicit discharges.   3. Stormwater – water that originates during precipitation events. Urban Runoff – “polluted” stormwater. Water from precipitation events which has moved across impervious surfaces (roads, parking lots, sidewalks) picking up pollutants such as gasoline, motor oil, trash and pesticides. Illicit Discharges – any discharge into a storm drain system that is not composed entirely of storm water. Definitions San Dieguito Union High School District

In 1972, the Clean Water Act (CWA) was amended to prohibit the discharge of pollutants to U.S. waters unless the discharge complied with the NPDES (National Pollutant Discharge Elimination System) permit. In 1987, the CWA was amended to regulate municipal and industrial stormwater pollutants. In 1990, the U.S. EPA established application requirements for stormwater permits.   5. In California, storm water regulations are implemented through the State Water Resources Control Board (SWRCB). The SWRCB has indicated that school districts may be designated Small Municipal Separate Storm Sewer System (MS4) permitees. SDUHSD complies with MS4, Industrial, Construction and Post-Construction stormwater requirements. Permits San Dieguito Union High School District

In 2003, the SDUHSD Board approved a joint powers agreement with the San Diego County Office of Education for implementation of the Small Municipal Separate Storm Sewer System Permit Compliance Program.
