  2. WHY ARE THE “RH” BILLS BECOMING MOOT & ACADEMIC? IMPLEMENTATION LEGISLATION • Vigorous implementation has long been underway amidst the legislative debate. • Passage of bills can only reinforce and consolidate inherently immoral & unconstitutional components of RH programs already being implemented. • Ten elements of RH already in place in Executive agencies of Government. • maternal, infant and child health • family planning information and services • prevention & management of RTIs & STDs • treatment of breast cancer and repro-ductive tract cancers and other gynecological conditions • prevention and management of post-abortion complications • treatment of infertility & sexual dysfunctions • counseling and education in sexuality and sexual health • adolescent and youth health • male involvement and participation • elimination of violence against women

  4. WHAT IS THE LOGIC BEHIND THE “RH” BILLS ? I found it a disturbing surprise. ... It leaves the troubling impression of something being imposed: namely a lifestyle typical of certain fringes within developed societies which are materially rich and secularized. 

  5. WHAT IS THE LOGIC BEHIND THE “RH” BILLS ? Reservations of the HOLY SEE: INSUFFICIENT ON DIGNITY & EQUALITY BELITTLES TRADITIONAL FAMILY LOTS OF AMBIGUOUS TERMINOLOGY ENTIRE SECTION ON HEALTH CONTRACEPTIVE TERMINOLOGY CONDOM PROMOTION EXCESSIVE INDIVIDUALISM

  6. WHY SUDDEN EXAGGERATION OF REPRODUCTIVE RIGHTS ? • The U.N. Population Division has reversed its alarm about global “population explosion”. • It is sounding the alarm on population aging and the impending demographic collapse of over 70 countries. • Population “explosion” and poverty are no longer valid alibis for the continued depopu-lation of Less Developed Countries (LDCs). • The new alibi is “reproductive rights” and/or “reproductive health”.

  8. IS COMPLIANCE TO U.N. CONVENTIONS MANDATORY? NATIONALSOVEREIGNTY • UN DOCUMENTS themselves contain provisions that the plans of action are not binding if they violate cultural or religious beliefs. • HB4110 ADVOCATESclaim that “agreements of the Philippine government with International Conventions” should be enforced. • PLCPD is the Philippine Legislators Committee on Population and Development. It is responsible for drafting the anti-family and anti-life bills to be “sponsored” by local legislators. • a dummy foundation lobbying for foreign interests in the Philippine Congress. • short-circuiting the democratic process by acting on behalf of foreign governments and funding organizations.

  11. ARE THE “RH” BILLS IN FAVOR OF ABORTION? “FAMILY PLANNING” ~“achieved through contraception, defined as any meanscapable of preventing pregnancy, ... The contraceptive effect can be obtained through temporary or permanent means. [...] coitus interruptus; ... the use of reproductive hormones [...]; placing a device in utero; interposing a barrier ... Permanent means include male and female sterilization. “REPRODUCTIVE HEALTH” ~“Implicit ... are the right of men and women to be informed and to have access to safe, effective, affordable and acceptable methods of fertility regulation of their choice. “FERTILITY REGULATION” ~“... the process by which individuals and couples regulate their fertility. Methods that can be used for this purpose include, amongst others: delaying childbearing, using contraception, seeking treatment for infertility, interrupting unwanted pregnancies, and breastfeeding.” “ABORTION” ~“Induced abortion, or the voluntary termination of pregnancy, is utilized to end an already established pregnancy (i.e. a method acting after nidation has been completed). ... YES ! “RH” bills and programs open the door to the proliferation and legalization of abortion in the Philippines. According to U.N. Definitions . . .

ARE THE “RH” BILLS IN FAVOR OF ABORTION? • “Legal barriers to reproductive health are laws that prohibitabortion, restrict advertising of contraception, require a spouse’s consent to obtain contraception and criminalize voluntary sterilization.” ~ CEDAW * • “The Government must take affirmative measures to ensure that reproductive health care is available and accessible to all women and girl-children”. ~ Explanatory Note to RH Bills _______________________________________________________________ * U.N. WHAT OTHER EFFECTS WILL AN “RH” LAW HAVE ? • Escalation of contraceptive use & side-effects • Rampant sterilization • Corruption of minors • Restriction of parental rights over education • Breakdown of marital communication • Rise in sexual promiscuity • Expansion of commercial sex industries • Spread of STDs & HIV/AIDS • Deterioration of health care delivery • Penalization of conscientious objections • Aging population & euthanasia . . . etc., etc.

  15. WHAT IS OUR STATUS AS CHRISTIAN CITIZENS ? • In a constitutional democracy, the Church is an NGO whose legitimate rights and beliefs should be respected by the State. We are members of our chosen NGO-Church. • The “Separation of Church and State” is a constitutional principle intended to protect the beliefs and members of the various religious NGOs by preventing the State from giving undue favor to any particular religious group. • The State is obliged to serve the citizenry with a sense of proportion in relation to the various religious groups, so that it favors neither the majority nor the minority, but rather supports & fosters what is virtuous in every NGO.

WHAT IS WRONG WITH CONTRACEPTIVES ? • AGAINST ECOLOGY • Chemicals & gadgets pollute the first environment • Makes reproductive environment hostile and inhabitable • AGAINST CHASTITY • Undermines marital chastity & respect between spouses • AGAINST MARRIAGE & NEW LIFE • Contrary to the transmission of life(procreative aspect), communication and reciprocal self-givingof the spouses (unitive aspect) of matrimony ... • AGAINST LOVE • Harms true love because it poses reservations on giving & receiving • AGAINST GOD • Denies sovereign role of God in transmission of human life.

HOW SHOULD WE RESPOND AS CHRISTIAN CITIZENS ? • Pray that the CIVILIZATION OF LIFE might prevail over the CULTURE OF DEATH • Seek a true and deeper understanding of CHASTITY WITHIN MARRIAGE • Adopt THE PRO-LIFE CONVICTION and openly MANIFEST this • among family and friends • in the wider community • in the workplace • in mass media • before the national leadership

WHAT IS REQUIRED TO PRACTICE CHASTITY IN MARRIAGE? APPRECIATION OF PERSONHOOD ~purpose of life; body/soul; knowledge/love; internal/external senses BASIC MINIMUM PERSONAL INTEGRATION ~balance, temperance and allied virtues KNOWLEDGE OF SEXUAL PHYSIQUE ~reproductive anatomy/physiology KNOWLEDGE OF SEXUAL PSYCHOLOGY ~psycho-sexual development CONVICTION ABOUT MARRIAGE ~spousal love & life; nature, purpose, characteristics of marriage MARITAL ETIQUETTE ~conjugal manners DISCERNMENT IN PARENTHOOD ~openness>perception>interpretation>action; physical, economic, psychological, social SKILL OF ACHIEVING OR AVOIDING PREGNANCYaka "method"; 2 components = awareness + timing

  22. UNDER WHAT CONTEXT SHOULD THESE BE LEARNED ? GFor CATHOLICS, these are to be learned in the light of Catholic Teaching, Biblical Faith, and Natural Law. GFor CHRISTIANS, these are to be learned in the light of Biblical Faith, and Natural Law. GFor NON- CHRISTIANS, these are to be learned in the light of Natural Law.

  23. HOW ARE POPULATION CONTROL & “NEW AGE” RELATED ? NEW AGEMOVEMENT POPDEV MOVEMENT The PopDev Movement assists in organizing and networking the New Age Movement worldwide as a hedge against Christianity, particularly against the Catholic Church. The New Age Movement has been co-opted to give the PopDev Movement a semblance of ‘spirituality’ ~ a moral (ecological) sanction for contraception, sterilization, abortion, euthanasia & other aberrations. It now offers alternatives to Judeo-Christian adherence.
