  3. Thematic Axis: Poverty and Inequality The progress report on compliance with the health-related MDGs was presented, documenting the achievements and goals attained. However, it noted that: “Reducing maternal mortality remains a pending issue and most of the countries in the Region will not succeed in meeting the target by the established date.”

  4. Discussion Panel on Safe Motherhood and Universal Access to Sexual and Reproductive Health at the 51st PAHO Directing Council

  5. Plan of Action to Accelerate the Reduction of Maternal Mortality and Severe Morbidity [RESOLUTION CD51.R12] To the Member States: • adopt national policies, strategies, plans, and programs that increase women’s access to quality health services • prioritize women’s lives as a human rights and development issue • promote the empowerment of women and the participation and co-responsibility of menin sexual and reproductive health • advocate for dedicated public budgets based on strategic results To the Director: • promote implementation and coordination of the Plan of Action, ensuring its integration into programs • promote and strengtheninformation systems and maternal health surveillance • support the Member States in developingmaternal and neonatal health personnel • consolidate and strengthen technical cooperation with other bodies

Strategy and Plan of Action on Urban Health [RESOLUTION CD51.R4] To the Member States: • support national health promotion policies and programs • include determinants and indicators related to urban health in surveillance systems • further the commitment toward healthy urban planning and development • develop transport systems that prioritize safe walking, cycling, and public transport To the Director: • produce and disseminate criteria, guidelines, model policies, and legal frameworks for urban health planning • collect and disseminate new information on the topic • further develop health promotion and health determinants • support ministry of health engagement with city and metropolitan authorities and other relevant sectors

Plan Of Action On Road Safety[RESOLUTION CD51.R6] To the Member States: • prioritize road safety through the development of national, subnational, and local plans for the Decade of Action for Road Safety • improve the urban road and highway infrastructure • reduce the incidence of risk factors • enforce laws related to road safety • strengthen the technical and institutional capacity for providing care to victims • improve data on road traffic injuries To the Director: • support the Member States in their efforts to improve road safety • facilitate the identification and sharing of good practices • provide cooperation for the creation of technical and policy-making capacity • provide technical assistance to improve pre-hospital treatment for victims • promote associations and collaboration

Plan of Action to Reduce the Harmful Use of Alcohol [RESOLUTION CD51.R14] To the Member States: • identify harmful alcohol consumption as a public health priority • reduce alcohol-related problems through population-wide policies • promote prevention programs that educate children, young people, and those who choose not to drink alcohol about how to resist social pressure • ensure that effective prevention, treatment, and care services are available • allocate financial, technical, and human resources To the Director: • collaborate in the assessment of alcohol policies and services in the national context of countries • facilitate the dissemination of information and the sharing of experiences • promote partnerships • establish a dialogue with the private sector to reduce alcohol-related harm

Plan of Action on Psychoactive Substance Use and Public Health [RESOLUTION CD51.R7] To the Member States: • identify psychoactive substance use as a public health priority • implement national and subnational plans to tackle psychoactive substance use problems To the Director: • support the Member States in the preparation and implementation of national and subnational plans on psychoactive substance use • promote partnerships • support the multisectoral response required to implement this Plan of Action

Strategy and Plan of Action on eHealth [RESOLUTION CD51.R5] To the Member States: • give priority to the use of innovative tools and methodologies • interministerialpolicies, plans, programs, and interventions • work for increased competences among human resources • promote partnerships and knowledge exchanges, while respecting the principles of information confidentiality, equity, and equality • support the capacity to generate information and research To the Director: • facilitate the dissemination of studies, reports, and solutions to serve as models for eHealth • promote the formation of national, municipal, and local partnerships to facilitate the sharing of capacities • promote coordination between the Strategy and Plan of Action and similar initiatives
