  3. Project Objectives • Remove a structurally deficient bridge from the transportation system. • Improve sight distance within the project limits. • Improve the facilities for both the bicycle/pedestrian trail and trail parking area.

  4. Project Background • The existing bridge is a “pin and hanger” type structure built in 1958. There is a state wide initiative to replace this type of structure. • The existing substructure (piers and abutments) is in excellent condition. To avoid impacts to the canal and nearby wetlands and to reduce construction time, only the steel superstructure will be replaced. Pin and Hanger Assembly

  6. Work To Be Done • The northbound approach to the bridge will be raised to provide standard sight distance over the bridge and at the intersection on the north side of the bridge. This view is looking south.

  10. Maintenance and Protection of Traffic (M&PT) • Two alternatives are being considered for M&PT during construction: • Road closure with off-site state highway system detour. Traffic to use River Street (Route 922E) in Oriskany or Mohawk Street (Route 922A) in Whitestown to the Utica-Rome Expressway to and from Route 291. Advantages: a.) Construction could proceed quicker without vehicular and pedestrian/bicycle traffic to contend with. b.) Less expensive without the need for a temporary signal. Disadvantage: a.) Disruption to all traffic including high school (buses), businesses, emergency vehicles, pedestrians and cyclists, etc. b.) Impacts to local businesses.

  11. Maintenance and Protection of Traffic (M&PT) -continued • Road open using stage construction with temporary signal. Advantage: a.) Through traffic maintained but congested due to temporary signal usage (intersection). Disadvantages: a.) Construction time would be longer. b.) Contractor would have to work around vehicular and pedestrian/bicycle traffic. c.) More expensive with signal cost.

  12. Right Of Way (ROW) Needs • The raising of the centerline profile on the south side of the bridge may require the State to acquire strips of property from the adjacent property owners. • One, maybe two private owners may be impacted on the west side and the NYS Canal Authority may be impacted on the east side. • Any required ROW needs will be determined as final design progresses.
