SR 427 over Chemung River Design-Build Project (PIN 6039.11) Goals • Replace aging structure over Chemung River • Ensure coordination with all utility owners, third parties and any adjacent construction projects • Ensure a long-service life for all Project elements to satisfy long term preservation goals • Maximize the benefit of the public investment in the Project and provide the best value to the Department • Deliver the Project safely, on schedule & within budget

SR 427 over Chemung River Design-Build Project (PIN 6039.11) General Scope of Work • Construct new bridge over Chemung River • Maintain traffic on-site throughout construction • Use of off-site vehicular detours is prohibited as this is the only crossing, not prone to flooding, which links the Village of Wellsburg to Interstate 86. • Construct new approach pavement • Design and construct scour resistant piers and channel banks

  10. SR 427 over Chemung River Design-Build Project (PIN 6039.11) Environmental Considerations Issue Comments • Wetlands Forested wetlands (Federal) in NE quadrant. No permits obtained by NYSDOT for impacts to this wetland. • Surface Waters Chemung River - Class A Stream (in-stream work restrictions 3/15 to 6/30), NWP #3 w/ PCN (NYSDOT), Individual 401 WQC (NYSDOT) • Stormwater Management SPDES permit > 1 acre disturbance (contractor/consultant based on Final Design), Erosion & Sediment Control Plan • Ecology/Wildlife No Effect – Federal Species (FHWA Concurrence). State Listed Mussels – Mussels Survey, Relocation, and Monitoring – NYSDEC Coordination and Permits • Cultural Resources The existing right of way has been cleared by NYSDOT Region 6 Cultural Resource Coordinator as previously disturbed soils. • Asbestos Asbestos-containing sheet packing is located between the tops of the abutments and the deck slab at both ends of the bridge. Most of this material is presently covered by the bridge deck, although the edges of this sheet packing are exposed and visible at various locations. Estimated total amount is 93 square feet. • Farmlands Active farmlands near project limits in NE and NW quadrants. Farmer access to farmlands needs to be maintained during construction. • USGS Active gaging station located in SW quadrant. Replacement/relocation needs to be coordinated with USGS.

SR 427 over Chemung River Design-Build Project (PIN 6039.11) Quality Control (QC) • QC is Design-Builder’s Responsibility • Design-Builder shall be required to develop a QC Plan covering both Design QC and Construction QC • Design-Builder shall appoint a QC Manager responsible for Project QC • Design QC shall be by the Designer in accordance with the QC Plan • Construction Inspection shall be by an Independent Engineering Firm (Hired by the Design-Builder) • Materials Testing shall be by an Independent Testing Firm or Laboratory (Hired by the Design-Builder) • The Materials Testing Firm shall report to the Construction Inspection Firm

SR 427 over Chemung River Design-Build Project (PIN 6039.11) Quality Assurance (QA) • Design & Construction QA is Department’s responsibility • The Department may utilize an independent Consultant to perform QA of the Design-Builder’s Designs • Department Staff will perform Construction QA • RFQ Section 1.9 covers QA/QC • RFP will describe in detail the Department’s QA role for the project
