  4. Has the UBW (Unified Budget and Workplan) been an effective tool for influencing the cosponsor programmes? The UBW is the basis of cosponsors’ AIDS programmes Lack of clarity over how the UBW functions Lack of clarify over how links and influences cosponsor programmes. Is it a compilation or reflects strategic thinking? How does UBW affect country programming and M&E? Coordination requires a large investment of staff time and need to consider appropriate level required?

  5. Has the UBW (Unified Budget and Workplan) been an effective tool for influencing the cosponsor programmes? How the UBW influences humanitarian work is particularly unclear The UBW budget only covers 20% of UN spend, so how influences overall spend? What of the differential presence of cosponsors and Secretariat at country level? UBW successfully cosponsor investments and workplans. The UBW has evolved over time.

  6. Clear examples of how cosponsor programmes have changes to respond to the Division of Labour? This needs to fit into how fit within larger context – bilaterals, GFATM, etc Division of Labour has contributed to greater clarity on roles of agencies. Evaluation needs to look at how DoL works in humanitarian contexts. Implications of DoL at global level are different from those at country level. Competition for resources at country level between agencies and role of donors in funding programmes outside the agreed DoL is an issue.

  7. Clear examples of how cosponsor programmes have changes to respond to the Division of Labour? DoL discussion needs to take account of each country’s context, needs, agencies present and who else present. Evaluation should look at what is working and why and also what isn’t working. UNAIDS is a joint programme focused on AIDS; evaluation needs to be careful about straying into broader areas. Evaluation should look for examples of where agencies have withdrawn from activities in response to DoL.
