  3. Highly Qualified Teachers(as defined by NCLB) • Teacher must hold a bachelor’s degree • Teacher must have full state certification Or • Pass a rigorous state test in subject matter Marjorie Hall Haley, PhD - GMU

Federal Expectations for Schools • States must design assessments aligned with state standards for grades 3-8 • School districts must document percentage of students being taught by teachers who are not highly qualified • Schools must make adequate yearly progress (AYP) in student achievement Marjorie Hall Haley, PhD - GMU
