Increasing coverage of Non-Loaneefarmers • Notification before commencement of season and timely digitalization. • Strengthening of Insurance companies infrastructure and personnel • Better infrastructure at CSCs equipped with biometric instruments & high bandwidth connectivity • Engaging Indian Post Offices for enrollment • Seamless working of National Crop Insurance Portal • Better and efficient interface with CSC portal • Engagement of trained manpower by ICs, CSC and Banks.

Increasing coverage of Non Loaneefarmers Contd…. • Sharing best practices of data scrutiny and sanitization by Insurance companies. • To address reluctance of Nationalized and Cooperative Banks for non-loaneeenrolment. • Budgetary provision for publicity and awareness creation activities-Both by State govt and ICs. • Better coordination among stakeholders. • Notifying more crops in a phased manner. • Transparency, Satisfaction level of farmers for claim settlements is key for increase in enrollment

Use of Technology • Use of remote sensing technology for resolving issues related to Area discrepancy, Prevented Sowing and Local Perils • Remote sensing and crop modelling for yield forecasting in case of Mid-season adversity • Identification and optimization of CCE plots using satellite imageries • Technological intervention for clustering and risk classification using RST • Handholding of State Remote Sensing Centres by MNCFC • Setting up of a Nodal Agency at national Level

Use of Technology Contd……….. • Identification of flood and drought affected areas using RST • Use of RST for defining seasonality of crops • Devising specific mobile apps and use of Drones for capturing first hand information of localized calamity and post harvest loss • Use of smart phone and mobile app for capturing CCE data • Auto-yield and claim calculation and transfer of claim through DBT mode • Capacity building f State Officials in ue of Technologies • Linking of Land records with Crop Insurance Portal

Issues Requiring Attention • The Crop Insurance Portal & CCE-Agri App to be firmed up • Provision of “Exit” & “Penalty” Clause for defaulting companies etc. • State’s to have more operational flexibility in deciding Cut-Off dates • Provision of Administrative cost (@1% of Central Share) • The programme should be operated on 60:40 (CS:SS) basis like all other Centrally Sponsored Schemes. However, for J&K other hilly states it should be 90:10. • Incorporation of new risk scenarios in guideline i.e. Wind damage (Lodging), Damage due to wild animals etc. • CCE Form need to be redesigned and simplified by DES/NSSO.
