  3. What You Are Being Asked To Vote On August 4, 2009 • Bonner County Commissioners are asking voters to approve a $6.6 million dollar two (2) year override levy to pay for the design and construction of a 32-bed juvenile justice facility.

  4. Our Current Juvenile Detention Facility • Bonner County currently manages a juvenile detention facility that is being operated out of a 4-bedroom residential home. In addition to inadequate space needs, the current facility was never designed nor built for use as a juvenile detention facility.

  5. Prior To Opening The Bonner County Facility There was no place to hold juveniles after they were arrested or waiting for a parent to sign a Promise to Appear (PTA) Many times keeping law enforcement from getting back out on the road for hours.

  6. How it all started Converted from a four bedroom residential home in 1992 Because of issues previously discussed on the last slide, we have been using two facilities since the inception of District One. Maximum capacity 12 juveniles 14 Employees

Reasons We Currently Use District One Juvenile Detention Facility In Kootenai County Cannot hold over 12 juveniles Largely due to size and structure Current facility contains only 4 bedrooms Not secure enough for aggressive or violent offenders When there is a need to separate juveniles (i.e., males / females or age discrepancies) Sex offenders (need for single cell)

Impact Of Transporting Juveniles To District One Juvenile Detention Facility In Kootenai County Time Two-and-a-half to three hour round trip At times, 2 to 3 transports have been required in a day Distance Mileage -100 miles round trip Personnel Requires one staff to transport placing strain on remaining staff to maintain safety & security at Bonner County Facility Cost Additional staff Fuel / vehicle maintenance

Bonner County’s Cost To Transport All Juveniles To District One Juvenile Detention Facility There has been an average of 417 Juvenile Bookings per year over the past three years in Bonner County. This would equate to a minimum of 834 round trips per year to Kootenai County. The cost of this would be: Transport staff 4 Staff with wages & benefits = $169,353.00 You would need at least 4 employees working 12 hour days to cover 24/7. Otherwise, Law Enforcement would be forced to transport to District I taking them out of Bonner County. Fuel Costs 83,400miles X .55 = $ 45,870.00 *Cost reflects just 1st appearances only * .55 is the current State Fuel & Maintenance Reimbursement Rate *If detained at first appearance, will require additional transports

  10. Bonner County’s Cost To Transport All Juveniles To District One Juvenile Detention Facility Cont. Over the last three years, Bonner County has had 12,501 bed days* for an average of 4,167 bed days per year. Housing Cost to Kootenai County 4,167 X $178.00 = $741,726.00 *A bed day equals number of juveniles times total number of days spent in detention. For example, 3 juveniles spending 10 days each in detention equals 30 bed days.

  15. Generated Revenue Since Justice Services Took Over National School Lunch Program Boundary County Contract Mental Health Clinician Contract Parents can be charged for detention days School retains payment for average daily attendance (ADA) Continue to seek other sources of revenue

  16. Cost Of Proposed Juvenile Detention Facility • The construction cost is estimated at $3.8 million dollars. The other $2.8 million dollars is for design, engineering, infrastructure, and project management. The 2 year override levy means that the cost will be tax based on the net assessed value of your property.

  17. Estimated Cost To Taxpayer • If your home is assessed at $150,000 and your exemptions are $50,000, your net assessed value is $100,000 – you could pay approximately $46 per year for 2 years. • If your home’s net assessed value is $200,000, you could pay approximately $92 per year for 2 years.
