Goal A: Develop and leverage a strong partnership with the small vessel community and public and private sectors to enhance maritime domain awareness Example: America’s Waterways Watch (AWW 2.0) • AWW - National Citizen Awareness Program; primarily supported through National Response Center and USCG Auxiliary; received DoD Innovative Readiness and Training Funding until 2007. • AWW – 2.0 (Collaborative) • Full circle communications; • Use of social networks (Twitter, Facebook, Google Earth, Vine) • Bring in Citizen Action Network (CAN) • Cooperate with Focus Lens (FL) as intelligence, coordination, domain awareness, assessment tool for determining initiation points for small vessel attacks

Goal B: Enhance maritime security and safety based on a coherent plan with a layered, state-of-the-art approach Elements: • Improved Notice of Arrival (NOA) policies and procedures • New AIS regulations for carriage on commercial vessels 65 feet and longer; tugs of 26 feet and longer with over 600 horsepower; and certain passenger carrying vessels. • Promotion of state participation in the Vessel Identification System. • Improvement of CI/KR planning for small vessel threat • Enhancing Naval Vessel Protection Zones around naval vessels and submarines. • Small Vessel Reporting System (SVRS) – CBP • Proposed Pilot for Small Vessel Security Strategy Implementation Plan

Goal C : Leverage technology to enhance the ability to detect, determine intent, and, when necessary, interdict suspicious small vessels Elements: • Identify WBIED counter-measures. • Develop a range of non-lethal solutions to stop and interdict small vessels. • Standardize warning signage for limited-access areas. • Evaluate the effectiveness of various escort systems in protecting high-value assets. • Conduct a maritime test campaign to determine the effectiveness of commercial off-the-shelf mobile standoff radiation detectors in the maritime domain.

Goal D : Enhance coordination, cooperation, and communications among federal, state, local, tribal, territorial, and international partners Interagency Operation Centers • The Coast Guard has a major acquisition project underway to provide increased capabilities to port partners at all IOCs using $71 million in funding provided in the fiscal years 2008-2010. • Interagency Collaboration: Past two years, USCG/CBP/ICE through an executive level Senior Guidance Team (SGT) facilitated development of IOC Concept of Operations and business processes with our Port Partner stakeholders. The SGT identified and promulgated a series of best practices for component coordination at the local level. • SeaHawk: DHS/USCG assumed operation of DOJ’s former Project SeaHawk (Charleston, South Carolina) on October 1, 2009. It has been a demonstration project that continues to provide baseline metrics for small vessel security implementation and assist in setting IOC capabilities.
