City Police Talk Groups • City 1 • The only agency assigned to this talk group is York City Police • Radio Profile (All Radios) • City 1 (Main Talk Group) – Monitored by Dispatch • TAC 1A – (City 2 Talk Group) - Monitored by Dispatch • TAC 1B – (Major Incident Talk Group) – Monitored if assigned to an incident by dispatch • TAC 1C – (Major Incident Talk Group) – Monitored if assigned to an incident by dispatch • CAR-CAR 1 – (Used for car to car communications) – not routinely monitored

City Police Talk Groups • Radio Profile (Supervisor Radios) – in addition to above channels • SPRV 1 – Supervisor Unit to Unit Channel – Not routinely monitored • PD ANN 1 – Announcement Group - Transmits on all City Police Talk Groups and used for emergency only • YCCHIEFS – Police Chiefs unit to unit channel • Routine Traffic • will always use the City 1 talk group • Major Incident Talk Group • If an incident warrants a secondary talk group, the request will go to the dispatcher and they will announce the secondary talk group for their operations • The first talk group that will be assigned for a major City Police incident would be TAC 1B • A second incident will be assigned TAC 1C

Metro Police Talk Groups • Metro 2 • This includes the following police agencies: • Springettsbury Township PD • West Manchester Township PD • West York Borough PD • Spring Garden Township PD • Radio Profile (All Radios) • Metro 2 (Main Talk Group) – Monitored by Dispatch • TAC 2A – (Major Incident Talk Group) – Monitored if assigned to an incident by dispatch • TAC 2B – (Major Incident Talk Group) – Monitored if assigned to an incident by dispatch • TAC 2C– (Major Incident Talk Group) – Monitored if assigned to an incident by dispatch • CAR-CAR 2 – (Used for Car to Car Communications) – Not routinely monitored

North Police Talk Groups • Routine Traffic • will always use the North 3 talk group • Major Incident Talk Group • If an incident warrants a secondary talk group, the request will go to the dispatcher and they will announce the secondary talk group for their operations • The first talk group that will be assigned for a major North Police incident would be TAC 3B • A second incident will be assigned TAC 3C

East Police Talk Groups • East 4 • This includes the following municipalities and police agencies: • York Area Regional PD • Lower Windsor Township PD • Wrightsville Borough PD • Hellam Township PD • North Hopewell Township PD • Stewartstown Borough PD • Sam Lewis Park Rangers • York County Park Rangers

Sheriff Police Talk Groups • Sheriff 7 • The only agency assigned to this talk group is the York County Sheriff’s Office • The Sheriff’s Office is transitioning to a 24 hour crime division • Radio Profile (All Radios) • Sheriff 7 (Main Talk Group) – Monitored by Dispatch • TAC 7A – (Major Incident Talk Group) – Monitored if assigned to an incident by dispatch • TAC 7B – (Major Incident Talk Group) – Monitored if assigned to an incident by dispatch • TAC 7C - (Major Incident Talk Group) – Monitored if assigned to an incident by dispatch • Courts 1 – (Used in court room facilities) Not routinely monitored • Courts 2 – (Used in court room facilities) – Not routinely monitored October 2008

  21. Special Event Talk Groups • There are Four Special Event Talk Groups • SE-ADMIN A • SE-ADMIN B • SE-ADMIN C • SE-ADMIN D • Used for Special Events (e.g. Fair, Carnivals or other Special Events) • Not monitored by Dispatch Center • If an Agency wants these channels to be monitored they should provide a written request one week in advance of the event to the 911 Director or his/her designee • These talk groups could be used in conjunction with the Mobile Communications Unit (MCU) October 2008

  22. Interoperability Channels • This is a P-25 Radio System • Seamless Interoperability with Neighboring Agencies • Two Means to Tie into an Adjacent County, Turnpike, PSP and MSP. • Network Connectivity (e.g. Dauphin) – No intervention by Dispatcher. Direct talk group. • Non-Network Connectivity (e.g. Cumberland, Lancaster, Adams, Carroll, Baltimore, Harford Counties) – Patched by Dispatcher . October 2008

Monitoring of Talk Groups • Not all Talk Groups are Monitored by the Dispatch Center • The General Public can Monitor the Radio Traffic if they have the Proper Monitoring Equipment • All Municipalities will be Afforded their Own Talk Group • These will be Recorded but not Monitored • Used solely for Intra-Municipality Communications October 2008

  24. Emergency Button Activation • Actual Emergency • Press and hold for 2 ½ seconds • Radio will BEEP and will display TX EMER • GIVE YOUR LOCATION! • Radio Transmits for 10 seconds – hands free • Emergency condition will be displayed at the console position with audible as well as visual display. • Other field unit radios will display RX EMER • Dispatcher will treat all activations as an emergency until verified by transmitting the following message: • Unit # Check your Display • If no response it will be handled as an emergency • Back up units will be dispatched

  25. Emergency Button Activation • Accidental Activation • Radio will BEEP • Display will show TX EMER • Radio will be locked • DO NOT TURN RADIO OFF • Call dispatcher and advise them that it was an accidental activation and wait for the dispatcher to clear the radio. • Field units CAN NOT clear the radio. The Dispatcher must clear the radio.

Radio ID • All radios with the trunked radio system transmit a unique radio identifier (ID) on each push to talk (PTT) • The ID appears on each radio that is set to the same talk group as well as the Dispatcher’s console. • All users of the system are required to conduct themselves in a professional manner. • All users and radios must operate in compliance with all Federal Communications Commission (FCC) guidelines. • All users and radios must operate in compliance with all County established radio policies, procedures and guidelines. • The transmission of any music, off color, dead carrier, harassing or broadcast media will be considered to be a violation of radio operations procedures.   27. LID Number Designations Each Service type has a number Each department has a number Each Subscriber unit has a unique ID number The ID number displayed in your radio display does have a meaning. It allows you to identify which radio is talking.

This represents the POLICE service The Second and Third Numbers tell us the agency Springettsbury Twp The Fourth, Fifth and Sixth numbers tell us the unit it is assigned to (up to 3 numbers) Badge number 11 The Seventh number tells us it is portable number 1 LID Number Designations

This represents the POLICE service The 95 tell us that it is a police mobile The Fourth and Fifth numbers tell us the agency Springettsbury Twp The Sixth and Seventh numbers tells us it is car number 05 The Eighth number tells us it is the first mobile number LID Number Designations

  32. Lost or Stolen Radios • If radio is lost or stolen contact the dispatch supervisor IMMEDIATELY. • The radio system manager will disable and remove that radio from the system database. October 2008
