Mobilization • The Submarine Force Reserve Component is a critical element in supporting OIF/OEF/GWOT • Individual Augmentees to various commands • Customs Detachments • Current Mobilization Guidance is contained in NAVADMIN 007/07 • 2 year deferment if affiliate with the Navy Reserve within 6 months (183 days) of release from Active Duty • 1 year deferment if affiliate with the Navy Reserve between 7 and 12 months (184-365 days) of release from Active Duty • Deferment from involuntary mobilization commences on the affiliation date with the Navy Reserve • Applies to all NAVET and OSVET sailors who have affiliated with the Navy Reserve since 02 Oct 06

  11. CapabilityArea Details Strike Group Operations Operational command and control of U.S. submarines when assigned to CVSG and ESG. During major exercises and high tempo operations, Submarine Advisory Team (SAT) coverage is required for maximum SSN utilization while assigned to Strike Group. Provide Water-space Management/Prevention of Mutual Interference, communications, undersea warfare expertise, and insure no blue on blue events. Provides a surge capable enhancement to ASW capability of the Strike Group. Submarine Force Operations Operational command and control of U.S. and allied submarines. Control water space assignments and provide operational tasking. Directly support strike, undersea warfare, ISR, SOF, strategic deterrence and other submarine missions. Provide continuous communications capabilityfor all submarine broadcasts and communications circuits.

Capability Area Details (Cont’d) Theater Undersea Warfare Operational coordination of detection, classification, localization, prosecution, and if necessary, destruction of hostile or potentially hostile submarines. Centrally coordinate air, surface and submarine platforms to provide real time locating and cueing data for tracking and prosecution of submarine threats to the U.S. or its allies. Provide essential command and control assistance to operational authorities for USW assets in theater. Submarine Force Security Provide force security at forward bases, both CONUS (non-Navy ports) and OCONUS (US Navy facilities during high threat periods), in support of SSBN COOP OPLANs. to ensure adequate protection of submarines during ship refurbishment, re- supply, or crew swaps. Also can provide submarine security during transits of through vulnerable, high threat areas.

  13. Capability Area Details (Cont’d) SSGN Mission Support Identify and develop new submarine tactics to take advantage of SOF and strike capabilities inherent in the SSGN. Provides for development of Concept of Operations for SSGN, tactical development and experimentation, including the design and conduct of at-sea exercises, analysis of the results, and promulgation of results to operational submarine fleet. Once operational, provides command and control of SSGNs, including control of water-space assignments, provide operational tasking, and support of crew changes and mission certifications at forward deployed locations. Tactical Development and Experimentation Identify and development new submarine tactics to counter emerging threats and new mission sets. Provides for tactical development and experimentation, including the design and conduct of at-sea exercises, analysis of the results, and promulgation of results to operational submarine fleet.

  14. Capability Area Details (Cont’d) Submarine Rescue The Submarine Force is tasked with providing a global 7x24 Submarine Rescue capability. Successful deployment depends upon speed and agility which is based on both extensive training and task segmentation – deploying focused teams to expedite each point of the logistics supply train. The expertise of this specialized force can be honed and measured by exercise performance. Capability is shifting from AC to a mix of RC and contractor, with AC oversight. Note: Majority of Capability is in COMSUBPAC AOR Expeditionary Maintenance Surge maintenance capability to forward deployed submarine tenders in Guam and TBD/overseas maintenance activities. Supports Sea Basing capability for mobilization of maintenance personnel to support extended global conflict and/or multiple contingency operations. Personnel provide readiness to USN forces while maintaining readiness qualifications for mobilization. Provide often short notice surge capability to local submarine repair for units collocated with USN repair facilities

  15. Capability Area Details (Cont’d) Waterfront Operations SupportLogistic and administrative support for U.S. submarines. Centrally provides administrative, personnel, public affairs, legal, operational, and maintenance/logistics support to operational submarines and Submarine Squadrons.
