Coordinate medical Reserve Component for Total Force Integration utilizing Naval Medical Center San Diego (NMCSD) for the purpose of training, competency development and clinical skills sustainment in preparation for mobilization to an operational requirement Provide support to all RC assigned to NMCSD for drills, IDTT/AT/ADT/ADOS and upon mobilization for total force integration into their assigned operational requirement, maintaining Joint Commission, BUMED and Patient Safety standards Operational Support Office Mission Statement

NMCSD OSO • Liaison and advisor between the supported Command (NMCSD) and all RC affairs that impact the Command • Identify Command requirements for RC training and operational support • Document RC Operational support • Manage Medical Department Reserve Utilization Program Management Information System (MEDRUPMIS) • Facilitate RC support to Navy Medicine West Region to include Naval Hospital Yokosuka Japan, and Naval Medical Clinic Pearl Harbor, Hawaii

Reserve Component Responsibilities • Develop and maintain billet competencies within NOBC or subspecialty/NEC • Maintain current training certifications and competencies for the work center in which they are assigned • Comply with work center shift schedule • Comply with department and reserve unit chain of command, Uniform Code of Military Justice (UCMJ), Uniform regulations and Department of Defense (DOD), BUMED NMCSD directives, Joint Commission and patient safety standards • Ensure drill and AT credentialing for independently credentialed practitioners is processed thru OSO before the first day of duty

NMCSD Dept Responsibilities • Department Heads will make every effort to integrate RC as full staff into the day-to-day operations of the department and schedule so as to maximize training and operational support • Department Heads will ensure all RC assigned to NMCSD are fully trained and competent in compliance with Joint Commission, BUMED, and NMCSD patient safety standards • Department Heads will coordinate all requests for RC support through OSO • Department Heads in conjunction with the Information Technology management Department (ITMD) will ensure that all RC Personnel are provided with appropriate computer access as warranted to facilitate the accomplishment of any clinical or administrative requirements

Drill Policy • Ensures RC staff assigned to perform drills at NMCSD are in compliance with Commander Navy Reserve Force (COMNAVRESFOR), Bureau of Medicine and Surgery (BUMED), The Joint Commission (JC) and NMCSD patient safety standards guidance • Ensures RC are provided opportunities to train to and sustain their identified competencies • Captures the workload of each RC staff member through the Medical Personnel Reporting System (MEPRS)

  7. NMCSD Annual Training (AT) Policy • COMNAVRESFOR provides guidance each Fiscal year for the number of days RC are entitled to perform AT. For FY 07, 12-17 days of AT is permitted. Rarely, the Navy Operational Support Center (NOSC) may be able to authorize more • RC are expected to complete Annual Training at the Supported Command assigned by COMNAVRESFOR, (AUIC) unless the Supported Command authorizes the OSO to release the asset for a different requirement

Annual Training Procedure • Supported Command submits their fiscal year requirements request to OSO annually who forwards the request to BUMED • BUMED approves/disapproves the requirements • OSO enters requirements in electronic database called MEDRUPMIS • RC obtains a Reserve Information Sheet which can be printed from NMCSD Public Web page http:www.nmcsd.med.navy.mil or obtained through unit Training Officer (TO)

Annual Training Procedure Continued… • RC completes the form and faxes or emails the form to the NMCSD OSO • Fax- 619-532-7348 • Email- nmcsd.oso@med.navy.mil • OSO receives the completed Reserve Info Sheet and contacts the Department Head/LCPO for approval/disapproval/ negotiation of dates • Individual Credential Transfer Brief is requested for providers via NHSO Jacksonville prior to forwarding an AT request to a Dept

  11. Annual Training Procedure Continued… • NMCSD Dept approves or submits changes to OSO. OSO coordinates any changes with Reserve member. OSO then assigns a billet control number (BCN) via email, along with a Welcome Aboard Package and NROWS guidance • Members submits orders into NROWS • OSO will send reminder at two weeks prior to commencement of AT • OSO must be notified of cancellations at least 2 weeks prior to commencement of AT to allow for depts. to make appropriate changes to schedules

Reporting for AT • You must have an approved set of NROWS orders and an updated Page 2 when you check in • You must report in the appropriate uniform of the day • Bring HIPAA certificates and a current copy of your BLS certification • Report to OSO NMCSD BEQ, 1st floor, RM 108 by 0730 on the date of check-in. BHCO check-ins are required to check in NLT 0700. Allow at least 30-40 minutes to find parking • If you are coming from out of town please bring your Travel Itinerary, this also applies if you were issued a certificate of non-availablity (CNA) for berthing

  13. Check-In/Out Procedures • OSO will provide each reserve staff member with a command check-in/check-out form • Orders will be endorsed • Itinerary will be verified and copies of all certifications will be made for your AT file which is maintained with the OSO • Check-out will take place between 0800–1000 on the last day. You will be expected to return to you work center until the end of your shift. • All return flights must be scheduled for after 1600 on the last working day

Important Points • REDCOM requests AT dates to be identified in NROWS by end March every year • Begin coordinating your AT with the OSO at least six weeks in advance of the desired AT • Include DET TO in all correspondence • When in doubt, call OSO @ 619-532-9775 or Email at NMCSD.OSO@med.navy.mil
