Background • Mar 98 … AFSC develops “RC enhanced JPME” for ASD-RA …”bookend” approach not resourced • Oct 99 … AFSC develops four RC JPME options for NDU and J7MED … not resourced • May 00 … AFSC tasked to develop RC JPME strategy … CONPLAN w/resources provided • Jun 00 … AFSC tasked to develop OPORD to implement an RC JPME program by 1 Jun 01 • Jul 00 … site visits, mission analysis • Aug 00 … Beta test at 4 sites in FY01 • Sep 00 … final plan to NDU-P and Joint Staff

  5. RCJPME Imperatives • AFSC’s proposed 237-hr RC JPME program compares very favorably to the 350-hr resident JPME-II ... • 34 lessons combined resident -- 127 hrs (3 IDT and 1 ADT period) • 56 lessons using DL media -- 110 hrs • RC JPME will require a separate school ... using many functions already resourced at AFSC • The plan can be phased over a 38-month period • While the RC JPME lessons are based on resident courseware, all 90 RC JPME lessons must be rewritten … 18 months to complete DL lesson conversion alone • Costs: $15M for 10 teams and $4M per year sustainment

  6. Concept The AFSC strategy is to implement the plan in phases … building, assessing, and expanding the scope of RC JPME: PhaseTitleDurationConcept I Planning 4 months Confirm mission II Preparation 18-24 months • Receive resources & Beta test • Develop courseware • Execute Beta at up to 4 sites III Resident Pilot 14 months • Run JFCOM pilot at AFSC followed by pilots at Beta sites • Stand-up remaining teams IV Sustainment . . . 10 teams -- sustained
