  2. MHSA Vision and Mission VISION Hope, Resilience, and Recovery for Everyone MISSION To improve health and well-being in Texas and by providing leadership and services that promote hope, build resilience, and foster recovery

BUDGET IMPACT TO OSAR • OSAR funding was reduced from $5,465,558 in FY 11, to $4,465,349 in FY 12 • DSHS subsequently changed the SOW for OSAR and Treatment Providers • OSARs no longer approve residential admissions or manage regional waitlists • DSHS SA Program staff monitor admissions and lengths of stay • OSARS provide outreach, screening and referral services. • OSARS may and will provide assessment services when appropriate Through M.O.U.s with referring agencies Through M.O.U’s with treatment providers

OSARS for FY 2012, cont. • OSARs assist with service coordination for clients through M.O.U.s with treatment providers. • OSARs assist with interim services for clients on waitlists through M.O.U.s with treatment providers. • OSARs provide interregional bed availability information • OSARs provide connections to recovery support services available within their contracted regions; • Utilizing these services to provide interim care for those waiting for treatment services • Utilizing these services to provide recovery support for those completing treatment

OSAR, cont’d. • OSARs are developing collaborations with FQHC’s, Regional Health Clinics, & other health care providers to utilize space for satellite or collocation of services. • OSARs are developing MOUs with FQHCs, Regional Health Clinics, and other Health care providers to provide screening and referral services for co-occurring substance abuse issues. • OSARs continue to hold regional meetings for funded treatment providers, referral agencies, and recovery support service agencies.

  6. Texas Recovery Initiative (TRI) • Task Force gathers information and recommendations for designing protocols for holistic, recovery-oriented models of care to use within the behavioral health community • Meets Quarterly & all meetings are open to the public • 8 workgroups (criminal justice, peer support service development, rural area development, harm reduction, SA/MH integration, grant attainment, housing and employment, education opportunities)

  7. TRI cont’d. • Does not cost anything to implement • Presentations for employment and housing have been developed. These inform prospective employers and housing administrators about the advantages of working with persons who are in long-term recovery • Curricula for peer support training are being developed • One organization now utilizes tele-counseling as a result of TRI

  8. Other Initiatives • Chapter 447 draft has been simplified and sent to field for informal comment • DSHS is coordinating face-to-face meetings involving ASAP, Regulatory, and MHSA to discuss Chapter 448 • Preliminary meetings have begun to coordinate development of Prevention RFP. Input will be solicited from field through RFIs
