  8. But... market forces need help • Barriers: • Low priority • Lack of knowledge • Funding • Low quality of craftsmen • and contractors’ work • Owner/tenant dilemma

Strengthen energy requirements considerably Make very-low energy homes the standard choice (passive house levels mandatory in new UK buildings from 2013) Stimulus packages targeted at energy renovations Always make building renovations energy efficient Make public buildings energy efficient role models Political leadership needed
