WBI is the capacity development arm of the World Bank, and: • Builds capacity for development • Reaches policymakers, academics, and development workers • Builds a foundation to respond to a country’s development challenges. • Uses various educational methodsto take knowledge around the world. • Is guided by an External Advisory Council • Works in partnerships Professional Development for Parliamentary Staff

  3. Who is CPA? CPA : promotes parliamentary democracy by enhancing knowledge and understanding of democratic governance. Specifically it: • Promotes parliamentary democracy • Aims for parliamentary cooperation • Organizes or sponsors conferences, seminars, workshops and study groups for MPs and staff • Has 15,000 MPs as members • Is represented by 53 countries Professional Development for Parliamentary Staff

Joint Efforts in Training From 2000 WBI and CPA have: • Designed and delivered learning and knowledge sharing programs for parliamentarians and parliamentary staff • Formalized the collaboration with Memorandums of Understanding signed by WBI’s VP and CPA’s Secretary General. PARLIAMENT IN GOVERNMENT SYSTEMS Orientation for new staff: Initial orientation for new parliamentary staff & refresher for officials already in post on navigating through the parliamentary system. Parliamentary Committees: Describes functions, needs, hierarchy and operational structure of committees. Parliamentary Democracy: Guides MPs with the tools needed to put democratic principles into effect. Parliament in Governance: Considers responsibility of parliament to represent society in governance and the pros and cons of the various legislative styles. Core Parliamentary Functions • Parliament and the Budget: Teaches budget scrutiny, checks & balances, transparency and accountability. • Legislation: Describes political and electoral systems, political will and technical aptitude of parliaments. • Parliamentary Ethics: Teaches participants the origins, structure and purpose of legislative ethics regimes. • Parliament and the Media: Guides MPs, media & society to work together so citizens can make informed political choices. • Representation: Teaches parliamentarians to manage teams of staff and navigate through the government. Parliament and Development • Curbing Corruption: provides tools for parliamentary staff to fight corruption. • Parliament and Gender: Raises awareness on gender issues and how they can explicitly be factored into social and economic policies, and aims to increase women in decision-making. • Human Rights: Illustrates ways lawmakers can make human rights a reality for all and helps them to promote, protect, and realize these rights. • Introduction to International Organizations: Provides facts on international development institutions, their structures and procedures, and opportunities for interaction with parliaments.
