Purpose of the study trip To gain insight into the international social and co-operative housing examples that have informed the local SA social housing policy This forms an integral part of the new housing strategy of the National Department of Housing, and therefore should facilitate the Portfolio Committees role of oversight and monitoring

  4. Objectives of the study trip Gain insight into: • the policy basis and approach for the social and co-operative housing in the Netherlands and Norway. • the results achieved through the social and co-operative housing approach in the Netherlands and Norway • the experiences and lessons learnt on social and co-operative housing in the Netherlands and Norway, and how this has affected the policy development and approaches in these countries.

Objectives of the study trip Gain insight into • how the international social and co-operative housing approaches relate and apply to the SA context and policy approach • the roles, functions and responsibilities of different spheres of government (national, provincial and local) and the institutional architecture and players required for a well functioning social and co-operative housing sector • Strengthen parliamentary relations and share experiences on the aspects of social and co-operative housing

What has been achieved • Insight into the unique approaches adopted in each of the countries and rationale for the approach • Eye-opener on the nature and operation of the social and co-operative housing models in different countries • Extend of government commitment & support for building a well functioning sector

Taking the sector forward: Issues • Scale is hard to achieve in the sector • The overall funding framework and the current institutional subsidy is not tailored to : • the production of viable medium to higher density housing products and projects, • has no proper provisions for the operating and management costs of the housing stock. • Financial pressures are immense affecting the ability to provide social housing too far down-market.

Taking the sector forward: Issues • Capacity building initiatives for the sector largely centred on education and training initiatives and the pre-establishment phase of the SHI. • A lack of suitable governance and management capacity has been evident within some of the SHIs • No agency with the necessary authority to intervene and correct the situation. • Competing with private sector players causing potential market distortions.

Taking the sector forward: Policy focus & purpose • Contribute to the national priority of restructuring South African society in order to address structural, economic, social and spatial dysfunctionalities. Therefore contributing to Government’s vision of an economically empowered, non-racial, and integrated society living in sustainable human settlements. • Contribute to widening the range of housing options available to the poor.

Taking the sector forward: Policy proposals • Focusing social housing investment in designated zones • Financial mechanisms to allow deep down-market reach . • Long term perspective and life-cycle costing • Gearing social housingto scale byinvolving private sector delivery capacity and minimizing the market distortion

Taking the sector forward: Policy proposals • A regulatory framework built around the ideas of accreditation, compliance and performance monitoring • A powerful new institution – The Social Housing Corporation (SHC) – which will serve as the sector regulator and preside over the capacity building programme formulation • The need to build capacity in all actors (government, civil society, private sector) who contribute to the functioning of the sector, not just SHIs.

Recommendations – Co-op • Housing specific policy & legislative framework (NDoH, Dti, Nedlac) • Renewal of MOU & relationship with Norway and other partners to facilitate: • Pilot projects (twinning of cities/organisations) for developing different models • Capacity building and specific local knowledge base • Sector promotion, awareness and support • Focus on BEE, youth and support for women • International sector specific conference

Recommendations – Social housing • Social housing policy, Social housing Bill & Regulations • Institutional arrangements and funding to support social housing • Support for development of sustainable models (Cape Town N2 twinning/assistance from Netherlands) • Capacity building & exchange of all sector players (local & international)
