  4. What is SIF ? Schools Interoperability Framework (SIF) is a data exchange standard for ensuring that school software applications - such as library, cafeteria, transportation and student information management programs - share data and work together seamlessly and effectively.

  5. What is the Purpose of Using SIF in MA? To transform the process of collecting data from the current collections driven process to a seamless automated process. This new process will provide the ESE and the districts with consistent, timely, valuable and accessible data in the Education Data Warehouse.

MA DESE SIF Project Goals • Implement a Vertical SIF Infrastructure at DESE • Implement SIF Vertical Infrastructures for at least 40 selected pilot districts and transition to collection of using SIF. To help in this initiative – DESE selected a State SIF Vendor, Computer Power Solutions of Illinois (CPSI) • Introduction of CPSI staff on this call: • Aziz Elia – Chief Software Architect • Gay Sherman - Sales and Organizational Profile • Andy Kish- Implementation Specialist

Benefits of SIF Implementation • Less staff time spent formatting and transmitting data to ESE • Immediate feedback when data entered into local software • Corrections made at data source – ensuring no repetitive errors • Data quality improved due to data corrections at LEA application • Automation of Educational Data Warehouse(EDW) Student Claiming • Availability of near real time data in the DESE EDW • SASIDs processed, resolved, and written into District SIS in near-real-time

Implementation Scope • Incremental implementation (pilot districts) • EDW Student Claiming • State Student Identifier (SASID) Assignment • Student Information Management System (SIMS) • Education Personnel Information Management System (EPIMS) collections. • Student Course Schedule (SCS) • Round 2 running parallel with Round 1

Project Overview Where are we now? • ESE SIF infrastructure installed • SIS Vendors customizing SIF agent for MA specific elements • Round 1 Grantees’ SIS Vendors installing SIF Agent • Preparing for first transmission in September 2010 • Beginning of selection of Round 2 pilot districts What can you expect as a Pilot District? • Guidance from DESE and CPSI • ESE Project Manager (Karen Carpenter) dedicated for SIF Project District Roll-out implementation • Data Transmission Training from CPSI, CPSI affiliates, and DESE.

Pilot District Selection DESE Goals to have a Broad Sampling of Districts: • Small and Large districts • Commercial and ‘Home Grown’ SIS • District with or without SIF agents • New applications and continuation grants Priority: • Districts with same SIS that form partnerships • Contribute to inclusion of more approved SISs/HR systems • Effective data management policies • Proven track record of submitting SIMS, EPIMS, timely & accurately • Proven SIF experience/Current SIF zone to facilitate vertical

Funding Breakdown Project funded by 2008 Federal SLDS Grant • $1,450,000 to: • Implement SIF Infrastructure at ESE • Implement SIF infrastructure in at least 40 MA pilot districts in 3 Rounds • $800,000 for: • ESE grants to pilot districts in support of SIF implementation. • Allocation by Round • Round 1 - $302,933 • Round 2 – approximately $300,000 • New Districts • Continuation - requiring additional funds for system started or unable to procure by timeline • Round 3 – approximately $200,000 • SLDS 2 Grant Funds awarded for additional SIF Implementation

  13. Funding Use Primary Use of Funding -Support Vertical implementation or expansion of SIF …. (In order of importance for selection) • Implementation/Upgrade of Department–compliant SIF certified SIS. • Vendor Costs for SIF Agent – District Specific and MA Customization – from Vendor • Augment personnel resources devoted to Project • Supplemental training and vendor consulting • Horizontal infrastructure only when needed for Vertical transmission

  15. Common Questions Q1. Is this grant opportunity only available for the SIMS Expansion Project pilot districts or all districts? Only for high need districts? A1. This grant opportunity is available to all public school districts and charter schools. Q2. If districts choose to collaborate, do they each need to submit a grant application and will each district receive funding? A2. If a group of districts choose to collaborate they can take one of the following approaches. • Each district can separately submit an application and include the collaborating district(s) in their application. Funding direct to district. • One district can take the lead and submit a grant application on behalf of a group of districts. The lead district would receive the total funding and be responsible for distributing the funds to the other districts.
