  6. Regulations Governing Private sector and NGOS provision of social services • Legal Framework • Civil society in Egypt is governed by the provisions of the Law on Non-Governmental Societies and Organizations (No. 84 of 2002)

  7. Regulations Governing Private sector and NGOS provision of social services (cont’d) Regulatory Framework • The regulator for associations, foundations and unions is the Ministry of Social Affairs, and for Not for Profit companies the Ministry of Industry and Trade. 

  8. Key Challenges • Increasing population • High poverty rate ( around 25% below the poverty line) • Limited Funding • Coordination • The need for developing the regulations • Social Justice in the post January 25th Revolution
