  38. Overview • SPAA CP 471 - “Amendment of MDD PSR Needs Codes and Needs Code Descriptions” was raised looking to amend MDD to align energy (Gas & Electricity) PSR Needs Codes and Needs Codes Descriptions with the inclusion of Water specific codes. • 4 description enhancements (19, 20, 23 and 27) • 1 Needs Code to be discontinued (10) and replaced by 2 new Needs Codes (35 and 36) • 1 new code (37) directly related to water dependency

Impacts • This change would require a File Formant amendment, new allowable values and description changes • S84 Record • CFR, CNC & CNF • Customer systems would need to be amended to send and receive the new Needs Codes • Suppliers/Shippers will also need to cleanse data due to one Needs Code (10 “hearing and speech impairment”) ceasing to be used, and being replaced by new Needs Codes (35) hearing impairment and (36) speech impairment

  44. Change Overview • Since Nexus implementation there has been a significant cumulative difference between UIG at Allocation and after Reconciliation. • Allocated UIG is adjusted (down or up) as a result of meter point reconciliation across the market and will become permanent UIG at Line-in-the-Sand (3-4 years after the gas day) • Trends in post-reconciliation UIG have remained higher than our customers expected since Nexus go-live, despite the 23 months of meter point reconciliation. • The trend between June 2017 and the end of gas year 2017/18 was that reconciliation reduced levels of UIG initially allocated to shippers based on their portfolio mix (Class / EUC) but not to the level expected by the industry. • Since the start of Gas Year 2018/19 when newly ‘uplifted’ Annual Load Profiles / Daily Adjustment Factors came into effect for EUC 01B and 02B, the pattern has changed, with allocated UIG being much more moderate and subsequent reconciliation increasing the initial UIG volume. • This change request seeks to procure a budget for CDSP subject matter experts to analyze the available industry data to provide a central national ‘forecast’ for UIG reconciliation.

Option 1 to Address the Change • CDSP to analyse high-level market wide reconciliation data to identify trends and create a linear forecast of potential reconciliation levels. +  Simple to analyse + Short timescales + Low level of additional resource required • Limited scope of analysis • High Level forecast may not capture nuance of different behaviour in different market sectors • Limited historic data to work from so analysis and forecast may not be robust

  46. Option 2 to Address the Change • CDSP recommended option. UIG Task Force Analytics Partner to analyse detailed market wide reconciliation and metering data to identify trends and create a robust forecast of potential reconciliation levels. + Contract already in place with Analytics Partner from UIG Task Force + Analytics Partner familiar with the data and problem - comprehensive proposal to analyse and predict reconciliation levels comprising 12 weeks of sprint based analysis and outputs • Estimated cost of work is circa £105k • Current estimate of data provision puts delivery to analytics partner at December 2019, so output delivered in Q4 FY 2019-20. • Need to agree delivery outputs. Do we want a predicted energy value or an updateable model which can update with the latest data to refine the forecasts? • This is a change to the proposed output and will likely cost more than the £105k quoted

Option 3 to Address the Change • CDSP to analyse detailed market wide reconciliation and metering data to identify trends and create a robust forecast of potential reconciliation levels. + Using CDSP resource allows us to use additional subject matter expertise during the analysis + An internal forecast will be easier to maintain going forward if required. • Requires implementation of new Data Analysis capability in Xoserve • Currently forecast for December 2019 implementation • Earliest potential delivery in Q1 FY 2020-21 • Requires recruiting and training additional Analytics resource • Cost Estimate TBC
