Port of St Helens • Formed in 1940 • Five Commissioners – Robert Keyser Board President • 9 full time & 3 temp employees - Patrick Trapp Exec Dir • Working Budget: approx $20 MM–just under $4MM Revenue anticipated for FY-12/13 • Approx 2400 acres of light & heavy Industrial property spread over 9 sites. Own & operate Scappoose Bay Marine Park & Scappoose Airpark. • District encompasses all land for a depth of about 6 miles inland from the banks of the county’s 51 mile long Columbia River frontage (comprises just under half of the county’s land area, approx two thirds of the population) & includes Scappoose, St Helens, Columbia City, Prescott, Rainier and Clatskanie. Infrastructure Improvement—Needs • Port Westward: • Dock Improvements–built by US Army in early 1940’s • $5 MM estimate to retrofit for Panamax class • Hermo Road–Provides second access / egress • County Estimates $11–$14 MM for ‘full’ upgrade • Rail Loops–to accommodate bulk industrial users • Scappoose Airpark • Water/sewer services–to address Westside expansion • $ 400 K estimated • Columbia City Industrial Park • Dock replacement/rebuild to capitalize on Mutli-modal opp • $ 50K (Port executing a Feasibility Study this FY) Port of St Helens

PWW—Strategic Industrial Site • 950 acres zoned as RIPD, remaining 781 acres zoned PA-80.  • Rezoning Application submitted • SB 766 Application being worked • Deepwater access (50-70 ft at Dock). • Underutilized 1200 ft dock • Electric rates more competitive • One of last “large” industrial sites available within close proximity to Portland • Exceptional rail service • Unemployment significantly higher that Portland MSA (8.8 %) • Significant investment made by PGE, the Port, the county, & the state…need to follow through on investments.
