  1. Project 37623Energy Efficiency Rulemaking Comments from the REP Coalition June 30, 2010

  2. Customer Cost Impact Estimate for Increased EE Goals Under June 3 Filing * Includes both Performance Bonus and Hard-to-Reach Bonus

  3. Customer Cost Impact Estimates Under June 3 Filing by Customer Class (in $000s)

  4. Applicable Volume Projections (GWh) 1 Weather-adjusted actual MWh for Residential and Commercial customers only, per EEPRs 2 Assumed growth rates from Itron Report, Table 3-21 (adjusted for apparent AEP-SWEPCO misplacement) 3 Assumed Residential % based on 2005-08 actual (non-weather adjusted) volumes reported in EEPRs and PUC data

  5. Customer Cost Impact Estimate Under June 3 Filing by Customer Class ($/MWh)

  6. Customer Impacts Should be Capped at $1/MWh for Residential and Commercial Customers • As proposed, the rule would provide a cap on utility budgets, exclusive of potential bonus payments • REPs prefer a cap on the total customer impact because it would: • Reduce the projected cost impact by nearly 40% that consumers would otherwise incur under the June 3 filing for the year 2014 • Provide greater transparency and rate certainty for retail customers, limiting customer confusion • Set a reasonable cost limit at the outset, allowing the Commission and stakeholders to evaluate through a measured approach how increases in efficiency goals can be effected, taking into account the impact the rate increase will have on retail customers

  7. Estimate of Cost Exposure with $1/MWh Cap
